Bolaños urges Junts and ERC to moderate their positions

For Bolaños, it is understandable that the formations that will be able to influence the formation of the governing body of the Lower House "start the negotiations with maximalist positions". However, he added, it would not be understood that they maintain these positions "without making any kind of movement". "What we have in our hands is something as important as the future of our country", he said.

The pieces of the board are moving, with some initial temptations in the form of a hook that focus on financing, the judicial horizon (yesterday marked 1,700 days of blocking the CGPJ) or the Catalan language. That's why Bolaños, one of the PSOE members involved in the parliamentary talks, emphasized yesterday in Almeria that any agreement reached "must be a point where all parties feel comfortable". "Within the law and the Constitution", he added.

With the acting president of the central government, Pedro Sánchez, resting with his family in Morocco, the socialist negotiator indicated that the government is in "no hurry". However, the deadline is two Thursdays from now, the day the new deputies will abide by the Constitution and vote whether the Bureau of Congress is controlled by the PSOE or the PP.

The rules of the chamber include the liturgy for that day, in which the first alliances after the elections can be verified. Article 37 establishes that to elect the president of Congress an absolute majority is required in a first vote. If no candidate obtains it "the election will be repeated between the deputies who obtained the two votes with the highest number of votes and the one who obtains the most will be chosen". Vice-presidents and secretaries of the Bureau will then be elected simultaneously: whoever gets the most votes will be elected in successive order.

Bolaños stressed that the limits of negotiation are the law and the Constitution. And he asked for discretion: "It's a rule that has been successful during the legislature, let's be discreet, respectful and responsible." In the fact of not being in a hurry and in discretion, the socialists agree with Junts.

Regarding the reform of regional funding that the PSOE has put on the table this week, the acting Minister of the Presidency emphasized that "during the five years of Sánchez's government, all the autonomous communities without exception have received more resources than during the previous governments ". Taking advantage of the fact that he was in Almeria, he gave the example of Andalusia, which has received 38.6% more resources, which is equivalent to 6,000 million more per year.
