Nothing is thrown away: throwing tortilla and ham through the window of a fifth could cost a resident of Salamanca up to 750 euros

The perfect night, the ideal place. At least two people met one night last March on a fifth floor on the central Peña Primera street in Salamanca. An apparently harmless evening that ended up on the table of this week's Environmental Information Commission at the town hall of the Charra capital. The reason was the warning of these tenants for failing to comply with the cleaning and waste ordinance, although it was not garbage that they threw out the window that night.

Our grandmothers already warned us that you don't play with food. It was 1:22 a.m. early one morning from Saturday to Sunday, when a Local Police patrol received a notice about noise at a home in the historic center of Salamanca. It was at that moment when a pedestrian who was walking through the area alerted these same agents that someone had thrown food at him through the window, according to the local newspaper Salamanca Hoy.

Although the day and time in which the event occurred could be indicative, the purpose of why these neighbors threw half a potato omelette and five slices of York ham into the street has not been revealed, according to the police report. In fact, the city council commission that has addressed this matter is the one that processes the most common cases of Salamanca's nightlife, such as noise or urination in public.

After taking photos of the remains of food stamped on the pavement and the stains on the pedestrian's clothing, they managed to locate the owner of the apartment from which the food was thrown and identify another person who was there after recognizing the author of the facts.

Everything indicates that what could have been a quiet dinner between two friends will result in an administrative sanction. These facts contravene article 11 of the urban cleaning and waste management ordinance of the capital of Salamanca.

This rule, which punishes acts such as leaving the garbage bag outside the container, establishes fines of up to 750 euros for those who throw waste in small quantities onto public roads and litter the street without justification. This specific infraction would be considered minor, since the amount of those considered serious ranges up to 1,501 euros and 3,000 euros in the case of very serious ones.
