Sticking to the version supported by the public accusation, the man who was a trusted man during his two terms as head of the Consell, has recognized that the competition for the ITV concession was designed so that the Sedesa company would be the winner. It must be remembered that Juan Francisco García was president of the ITV contracting table, whose members he has been interested in exonerating, ensuring that "they acted with absolute honesty, honesty and in accordance with the legislation."

García has stated that at the end of 2004, when Sedesa - the Cotino company - sold the ITV, it was Vicente Cotino who transmitted to him, following his uncle's instructions, an amount equivalent to 30% of the capital gains obtained, which would be paid into his name and that of Joaquín Barceló in the Fenix ​​company. According to the accusation, the Cotinos obtained 86.5 million euros thanks to the operations of the ITV and the Wind Plan.

Previously, José Cotino, another of the nephews of the late Juan Cotino, has also acknowledged that his uncle told them in 2005 that a series of payments had to be made for the ITV awards because this had been agreed upon as consideration.
