Carlos Arrazola, president of the Ebro Hydrographic Confederation (CHE), an autonomous body attached to the Ministry for the Ecological Transition and the Demographic Challenge, has declared the end of the “exceptional situation due to extraordinary drought” in the territorial unit UTE 12A, the basin of the Segre.
Based on the drought indicator data for the month of March 2023 and through a resolution signed on April 27, 2023, CHE declared the “exceptional situation due to extraordinary drought.”
As reported this Wednesday by the CHE, in the monthly report on the status of indicators as of March 31, 2024, it is concluded that UTS 12 (Segre basin -excludes Cinca and Noguera Ribagorzana-) is no longer in a situation of prolonged drought. It is also concluded that UTE 12A (Segre) presents the shortage indicator in an alert situation.
The monthly indicator report objectively confirms that the Segre basin does not comply with either of the two conditions: the scarcity indicator on alert and the drought indicator in a state of prolonged drought of the Hydrological Planning Regulation.
With this declaration, there is no longer any territorial unit of the Ebro basin in an “exceptional situation due to extraordinary drought” due to the drought of 2023.
The fact that the Segre basin continues to be on alert regarding the scarcity index recommends that users be prudent when planning the campaign for the year 2024.
On the other hand, CHE specifies that there are some small basins that have not yet emerged from the situation of severe scarcity, such as the Ciurana basin, in Catalonia, and the Huerva river basin, in Aragon. "In these areas," states the CHE, "we must continue applying the necessary measures to respond to a campaign that appears to be very complicated."
