The parliamentary group of En Comú Podem has been chosen to open the Government's negotiations with the parliamentary groups to explore a possible agreement on the next budgets of the Generalitat. The appointment took place this Wednesday morning at the Palau de la Generalitat, while the CUP, with whom it was also pending to hold a meeting this week, has decided to plant the Government.

A delegation of the communes made up of deputies David Cid, Joan Carles Gallego, Susana Segovia and Marc Parés met with the Ministers of the Presidency Laura Vilagrà, of Economy, Natàlia Mas; the general secretary of the Presidency Núria Cuenca and with the general secretary of the Treasury, Josep Maria Vilarrubí. In this meeting, the purple formation has set out its demands, among them, taxing incomes above 175,000 euros with a "solidarity tax".

Although specific numbers were not discussed at the meeting, it has served to establish the macroeconomic framework of the new accounts, to take stock of the agreement that allowed the approval of the accounts that are in force, those of 2022, and for the commons to expose the priorities to renew the vows with those of 2023.

The commons have wanted to make it "clear and diaphanous" that the budgetary framework cannot be the same with Junts as with an ERC Government alone, and the sources consulted consider that the Catalan Executive is aware of this and that their former partner does not is for the task of approving the budgets, although they have not verbalized it that way at the meeting.

In fact, the Government also plans to meet this Wednesday with the postconvergents, who appear, for the time being, as a priority partner for the agreement together with the commons and the CUP. Precisely the anti-capitalists have decided to plant the Government and not attend the meeting that was still pending to be set for this week: "For the time being we will not meet," said deputy Xavier Pellicer from the Parliament.

While the Government insists on exploring the pact with the postconvergents, Jéssica Albiach's formation reiterates its position already expressed in public, that is, the intention not to commit to an agreement in advance but to go "law by law" and check if there really is a "change agenda" by President Pere Aragonès now that he is not linked to Junts.

The purple formation has highlighted the need to adopt measures within the framework of the budgets that help mitigate the effect of inflation. Measures such as a "solidarity tax on income of more than 175,000 euros", so that "the richest contribute more to the crisis"; a "minimum social shield" of 1,000 million euros to "protect citizens from the impact of inflation and energy poverty"; reinforce "energy sovereignty and ecological planning" to deal with the energy crisis and develop renewable energies in Catalonia. And finally, intervene in the field of housing "ending the 32,000 empty flats of vulture funds" and multiplying social housing.

The meeting has also served to take stock of the degree of execution of the previous budget agreement, that of the accounts that are in force, where the formation of Jéssica Albiach says that the fulfillment of some commitments is missing. The commons see an unequal pace and degree of execution depending on the conselleries. They are above all in the field of green taxes and in the field of Health, where the budget execution in this exercise would have been below what was agreed.
