The PP storms the Senate and vetoes the Amnesty law endorsed by Congress

On the eve of the debate on the unprecedented institutional conflict between the two chambers of the Spanish parliamentary system, the PP confirmed yesterday, about to expire the deadline for the presentation of amendments, that it will use its absolute majority in the Senate to veto the Amnesty law sent from Congress, where it will have to be put to a vote again for final approval.

This will not happen, according to the calendar used by the opposition, until after the Catalan elections on May 12, since the Amnesty law will continue in the Senate, where the joint Constitutional and Justice commission must cite up to 15 appearing The meeting of the report is set for May 6, which is why the resulting report - which will be contrary to the norm, since the PP controls the resources - will be voted on in plenary on the 7th and 8th of May or in what is scheduled for the 14th and 15th of the same month. That is to say, just before or just after the Catalans go to the polls, a fact that can condition, to a large extent, the development of the campaign.

The reasons for the veto, which were presented by the PP spokesperson in the Senate, Alicia García, are the ones that have attacked the opposition since the beginning of the process: that the amnesty is, in addition to being "unconstitutional", as point out the conservative majority of the General Council of the Judiciary and some lawyers of the Courts, "fraudulent", since it has been "tailored to its beneficiaries" and is granted to obtain the support of pro-independence forces for Pedro's investiture Sanchez

More ambivalent is the appeal to the principle of authority of the Venice Commission, because the PSOE sees in its opinion, issued at the request of the PP, a support for the theses on coexistence that the central government has maintained in order to forget the causes related to the process.

"It is an auto-amnesty to the letter that privileges politicians who have committed crimes and been convicted for it", exclaimed García, who also recalled that the law was approved "with 51% of the seats in Congress" and not with reinforced majority that requires all constitutional reform.

"It's enough to ask for reports from everyone who passes by; that they stop entangling", retorted the socialist spokesman in the Senate, Juan Espadas, who referred to "that right that does not know how to respect a different opinion of a political adversary" as something typical of "another era" .

And precisely to a not commendable episode in the history of Spain, the leader of the PP, Alberto Núñez Feijóo, alluded to criticize Sánchez, whom he accused in a radio interview of undertaking "the biggest coup since the dictatorship de Franco" with the Amnesty law.

"In this country there is no longer a Frankenstein government, there is a zombie government", said the head of the opposition in Carlos Herrera's program at La Cope, in which he announced that the PP will prepare its announced appeal 'unconstitutionality when the Amnesty law proposal, processed in this way to speed up its approval, is published in the Official State Gazette after returning to Congress and entering into force, once the Senate's veto has been lifted.

In any case, having passed the journey through the Upper House, where the PP will act "rigorously" to defend the rule of law in the joint commission, said Feijóo, the Spanish and European judiciary expects a law that, in his opinion, has forced the Spanish State to "kneel" before "those who have breached the Constitution".
