The Central Electoral Board (JEC) plans to order that the DNI or any other authorized personal identification must be shown to vote by mail in the general elections of July 23, a measure that was already adopted in Melilla for the municipal elections last Sunday before the suspicions of a possible fraud after the denunciations of the theft of electoral documentation and the open investigation in this regard.

The legislation requires identification with the DNI when requesting a vote by mail, but it is no longer considered necessary when, days or weeks later, that same voter exercises his right and delivers his vote at the Post Office.

But in the case of Melilla, where requests for voting by mail shot up to almost 20% of the census and there were complaints of theft of the electoral documentation that was going to be sent to voters, they advised the Electoral Board of the autonomous city to demand the DNI when casting the vote by mail. And the JEC endorsed the instruction and even extended the requirement of this extraordinary measure to all post offices in the rest of Spain, although only for registered voters in Melilla.

The identification of the voter by mail was also requested by some of the formations that competed in the elections in Melilla, such as Vox, and also by the General Directorate of Internal Policy.

In this context, and given the forecast of an increase in voting by correspondence given the decision of the socialist Pedro Sánchez to hold elections during the holiday period, the Central Electoral Board is considering generalizing the requirement of the DNI for the elections on July 23.
