As the two parties have explained on several occasions, the infrastructure must be carried out through a management 'entrustment', that is, that the Government of Pedro Sánchez assumes an expense for a work that the Generalitat should execute. But the Spanish Executive proposed a few days ago that this financing be paid for the debt contracted with the Generalitat, the famous third additional provision of the Statute, which marks an investment between 2007 and 2013 according to the percentage of GDP that Catalonia contributed to the State .

The start-up of the works on the Ronda del Vallès is one of the sine qua non conditions that the PSC set for the socialist support for the Catalan budgets of 2023 to be signed on February 1. The commitment was to carry it out before the 31st March, but the differences continue to delay the execution of the works. It should be said that ERC has always rejected the B-40 as an anachronistic route.

The one-hour appointment was attended by the Secretary of State for Transport, David Lucas, and the Secretary of Infrastructure, Xavier Flores, on behalf of the Government. On the other hand, the general secretary of the Presidency, Núria Cuenca, the general secretary of Territory, Joan Jaume Homs, and the secretary of Mobility and Infrastructure, Marc Sanglas, have made an appearance.

Cuenca, after the meeting, explained to the press that possible solutions are still being explored to "comply with the agreement with the PSC." "There is a will to agree", both on the part of the Government and the Government, according to the General Secretary of the Presidency. The balance on the part of the Generalitat is that "progress has been made", although sources from the Catalan Executive maintain "prudence", pending the new proposal that the Ministry of Transport should send this week. "There is a desire to reach an agreement as soon as possible," said Cuenca.
