The plenary session of the Tortosa City Council has approved starting the procedure to include the municipality in the special regime regarding flood risk.

The agreement was reached unanimously in the extraordinary plenary session, held this Thursday.

Now, the council will transfer it to the Terres de l'Ebre Urban Planning Commission (CUTE), which has a period of three months to resolve the request.

Subsequently, the urban planning commission will request a binding report from the Ebro Hydrographic Confederation and Civil Protection, who will have to issue the document within a month.

According to the study written by the architect Sebastià Jornet, the proportion of soil susceptible to growth in Tortosa in the preferential flow area of ​​the Ebro River exceeds 75% of its totality. For this reason, he indicates, the impossibility of directing future growth towards non-flood zones is "justified."

This impossibility of urban growth in other areas should allow the construction of the new hospital on the land of the Camí de Roquetes partial plan, located in a flood zone.

Sources from the City Council indicate that once the special flood regime is recognized, an exceptionality report will be necessary on the plot of the Camí de Roquetes partial plan.

At the same time, the council is working on the specific modification of the POUM, since the land must be converted from residential land to sanitary facilities.
