The technical services of the Madrid Assembly have assumed that in the Plenary session of September 14 they wrongly enabled the seat of the Minister of Education, Science and Universities, Emilio Viciana, instead of putting in place that of the Minister of Digitalization, Miguel López-Valverde .

Last Thursday, after learning that the Vox spokesperson, Rocío Monasterio, was imposed the minimum sanction for voting twice in the first plenary session in February, her party pointed to the session of September 14 and the head of Digitalization.

Specifically, they argued that López-Valverde had committed an infraction similar to that of Monasterio and demanded that the PP - whose deputy Mercedes Zarzalejos investigated Monasterio's case - "reconsider" and overturn the sanction against its spokesperson at the Board meeting that will take place. place this Wednesday.

From the beginning, the Assembly denied Vox's thesis about this first plenary session of the Legislature in which the deputies had to use the voting panel. Chamber sources pointed out on Thursday that there had been an "error in the allocation of seats" and criticized Vox for trying to "equate situations that are not equal."

The report from the Directorate of Information Technology, Technology and Transparency recognizes this failure and narrates what happened in that Plenary Session. He explains that in the first two votes a technical error meant that the voting panels for the councilors who are also deputies were not enabled - Valverde is one and that is why he was in the chamber, not like Viciana who lacks minutes - .

Due to this error, the assignment of the seats was done manually and they made a mistake: seat number 12 (that of the Minister of Education) was enabled and not 11 (that of Digitalization).

According to the report of the IT Directorate and appears in the video of the Plenary Session on the Assembly website, after noticing that Valverde's vote was being cast from Viciana's seat, the Minister of the Presidency, Justice and Local Administration, Miguel Ángel García stated that there was an error.

The text explains that García reports that there has been a problem with Valverde's vote but he is wrong saying that he has voted from that of the Minister of Health, Fátima Matute - who is also not a deputy - instead of that of the counselor of Education.

He also states that after warning that there had been a mistake with Valverde, the president of the Assembly, Enrique Ossorio, submitted to the Plenary "the acceptance of the votes cast" and the Chamber "expressed its agreement after assenting." In the voting records, votes are attributed to Viciana - an authorized seat - but none to Valverde.

They thus conclude from the Directorate of Information Technology, Technology and Transparency of the Madrid Assembly that the Minister of Education "could not cast any vote" because he was not in the chamber, that the Minister of Digitalization cast only the votes that corresponded to him (one) but from the seat that had been enabled by mistake and that the incident was "public and notorious" as it had happened in that plenary session and was resolved and explained to the deputies in the same session.
