The Santa Bárbara composting plant (Tarragonas) has passed the last administrative procedure before being able to request a building permit from the City Council.

The General Directorate of Environmental Quality, through the Environmental Report, has issued a declaration in favor of the ordinary environmental impact assessment that had been required of the company promoting the project, Ecompost de l'Ebre SL.

The Santa Bárbara town council has already received the communication and must redo the construction permit file before granting it. "It doesn't seem good or bad to me. It was predictable. Many allegations were presented that have been dismissed and the higher administrations have decided that the project is viable if things are done well," said Mayor Antonio Ollés.

The Department of Climate Action includes some "additional" corrective measures to the conditions of the environmental declaration itself and the technical project.

Regarding the archaeological, architectural heritage or paleontological sites, the works must be stopped if heritage remains appear; Regarding noise, the limit values ​​for the "acoustic sensitivity zone" of the buildings in the area of ​​the activity are established; If any incidence of bad odors generated by the activity is noted, "the corresponding corrective measures must be applied, including the creation and implementation of an odor management plan."

The plant must also have a pest control system from the testing period.
