This week the Department of Education has announced to the management of schools and institutes that next year, exceptionally, they will not be able to request teachers with specific profiles due to the digestion of the teaching competitions that have been carried out or are about to be carried out.

Since 2014, the centers have autonomy to define up to 50% of the faculty.

The resolution published this week in the Official Gazette of the Generalitat (DOGC) prevents this flexibility for the 2024-2025 academic year. “The places that are already outlined (more than 9,000) will continue to be so, but the centers will not be able to define more,” sources from the Education Department clarify.

The department explains that "it needs to temporarily limit the number of vacancies, to guarantee the allocation of destinations for the more than 20,000 new officials who have acquired this condition in the stabilization process."

In September, the places that were acquired from the merit contest, the extraordinary competition held last summer and the ordinary one that will be held in April and May (9,300 places) are awarded, with the aim of stabilizing the workforce to less than 8% before December 2024. From September to December, applicants who have passed the exams will enter schools and institutes to carry out their internship period, already occupying a place that they will maintain throughout the course.

This leaves little room for the administration to organize the demand for extraordinary requirements from educational centers. However, the department affirms that it continues working to update the catalog of profiles based on the center's needs.

For the Clam teaching staff, this announcement represents a great setback in the central autonomy to select the teams, which until now was defended by the department itself in the face of fierce opposition from the unions that denounced the decree and partially won. “And it goes against the recommendations of the group of experts,” says Marta Pujadó, a member of this group.

Pujadó explains that civil servants can change centers every two years (civil service transfer competition) and next year there will be a “drastic” increase in the number of permanent places, which goes against the possibility of expanding the number of places. outlined.” The more positions outlined, the less turnover in the centers, explains Pujadó, and this is positive because it favors the stability and cohesion of the staff.

At the moment, in addition to foreign languages, digital competence, attention to diversity, management of initial vocational training projects, reading and school library, linguistic immersion, visual education and methodologies with a globalized approach are cataloged as profiles.

To alleviate this situation, Clam proposes limiting the number of definitive places that appear in the competition, as proposed by the driving group, and giving more autonomy to the centers so that they can select all the non-final places.
