Blank slate of the past

Habemus amnesty. PSOE, Junts and ERC finally reached an agreement last night for the Congressional Justice Commission to approve the opinion of the law today. In view of how the negotiations have gone, it can be deduced that the preliminary report of the Venice Commission experts has decisively helped to bring together the positions that prevented the agreement a few weeks ago. The PSOE and Junts made very significant progress towards the pact last Thursday, but there were still important issues that were not cleared until yesterday afternoon. In this sense, as we pointed out in this section, last Sunday, the agreement had to be three-way. , and the changes had to be agreed upon with Esquerra, which had important objections to the pact.

In the absence of the details of how the text is and the political interpretations that will be made from now on, if we open the focus, the only great news is that there will be an Amnesty law, after so many months of controversies and discussions. The journey of this law is not going to be easy. The judges will file the appeals they consider pertinent and, at the political level, the opposition of the PP is guaranteed. Just yesterday, the congress of the European People's Party approved in Bucharest a resounding condemnation of this amnesty.

But beyond these expected reactions, the amnesty ends the stage of confrontation that has marked Catalonia in recent years. From today, the Government and the independence supporters defend opposing positions, but they do so under the umbrella of the Constitution and with the aim of seeking solutions to the conflict without violating current legislation and without resorting to the administration of justice.

Delegations of the PSOE and Junts have held two discreet meetings in Switzerland, with a Salvadoran intermediary, in which they spoke from their different positions, and representatives of the PSOE and Esquerra will do the same.

Now there are no laws of disconnection, nor declarations of independence. There is dialogue. And what happened in the past has been made a clean slate. It has been done thanks to the amnesty.
