The jeltzales also see how their longing to see the Statute of Gernika (1979), included in point three of the agreement, completed this legislature, will not be satisfied in the remainder of the legislature. From the party itself they recognize that there is no material time to channel the powers that have not yet been transferred.

In this context, at the gates of the budget negotiation and in the final stretch of the legislature, the PNV wants to redouble the pressure on the Executive of Pedro Sánchez. It is significant that from the Jeltzal ranks this survey has been formulated and has been made public.

The jeltzale party, which at times has felt during the legislature that the government had taken the measure, wants to regain a position of strength. The only way to achieve this is by making the government see that it has a free hand to break ties and fly free, also emphasizing that it would have the support of a jaded social base.

If during other moments of the legislature he underlined his discontent with the Sánchez government, but clarified that with PP and Vox waiting there was no alternative, now he limits himself to warning that his support is not unconditional. The shadow of an eventual future understanding with Feijóo has already begun to loom, something that strengthens the position of the PNV and gives value to some votes that Sánchez has come to take for granted during some moments of his mandate.

Andoni Ortuzar himself, president of the PNV Executive, warned Sánchez last week that "he will feel free" to break the investiture agreement signed on December 30, 2019 if he does not give a boost to the agreed transfer schedule. “Excuses are over,” he noted.

The Lehendakari, Iñigo Urkullu, has also indicated that he has not spoken in depth with the President of the Spanish Government for more than six months.
