In a report to which La Vanguardia has had access and which consists of 202 pages, the armed institute collects all the information it considers relevant about Rovira's participation in the Tsunami.

The Civil Guard delivers this report in the midst of negotiations between the PSOE and the Catalan independence parties to approve an amnesty law in which this cause would be included. According to the agents, the user Matagalls carried out coordination tasks for the Tsunami Democràtic movement in relation to the search for institutional support and his political party.

The report explains that this user corresponds to the name "Marta" who is in charge of gathering support from a corporation in which both Xavier Vendrell - a former parliamentarian - and she are active, "which, in all likelihood, is ERC." .

The agents explain that Rovira would have participated in the October 1 referendum "where he acted with 'abuse of position'." In his opinion, as a result of the Supreme Court ruling by which nine leaders of the process were convicted for a crime of sedition, "he also had to 'abuse his position' to bless Tsunami Democràtic before the organizations."

The researchers point out that Tsunami Democràtic did not arise “spontaneously, but was the result of a carefully planned strategy” to protest against the ruling of the “procés” trial. A platform that, according to the Civil Guard, “served as a destabilizing element and political pressure through large-scale social mobilization.”
