As stated in the Animal Welfare Law, these are the public places that pets can access in Spain.

According to the legal text, to guarantee pets' access to these spaces "people responsible for pets [...] must take the animal in accordance with the hygienic-sanitary conditions and respecting the safety measures determined by the own establishment or means of transport, as well as specific sectoral legislation".

Likewise, City Councils will have to promote animal access to public spaces such as parks or beaches for pets "that do not constitute any risk to people", although this will be "without prejudice to the provisions of their municipal ordinances."
