What permits are needed to be an authorized animal breeder?

Last March, the new Law for the Protection of Animal Rights and Welfare, better known as the Animal Welfare Law, was definitively approved. Among its many changes for pet ownership, there is also a ban on the exhibition and sale of dogs, cats and ferrets in pet stores. From now on, when you go to a pet store, you will only see rodents, fish and birds on their displays.

Since the Law came into force, only breeders duly registered in the Companion Animal Breeders Registry may engage in the activity of breeding and selling pets. This regulation is intended to regulate the indiscriminate and unreflected sale of animals, since often these impulsive purchases end in abandonment. In addition, it also has the task of ensuring maximum welfare for animals in the breeding and sale process. In view of this circumstance, to register as a certified animal breeder it is necessary to meet a series of requirements and also process the relevant permits.

In order to be an authorized animal breeder, it is imperative that the farm in question be recognized as a zoo. To do this, you need the authorization of the competent administration, generally dependent on the regional administration. To achieve this verification, the facilities where you develop the breeding of the animals must comply with adequate hygienic-sanitary conditions.

In this regard, to obtain certification as a zoological nucleus, it is necessary to comply with the pertinent regulations, have an environmental license or authorization, present a descriptive report of the activity, situation plans and distribution of the facilities and a sanitary technical program where the competence to meet all the needs of the animals and provide them with the maximum well-being is reflected.

Likewise, you must be registered in the self-employed regime or constitute a company, to regularize the invoicing of the activity. The relevant municipal permits must also be processed, since the City Council must grant the license to open a business. On the other hand, it is also necessary to have a veterinary registration, for the registration of the litters and the verification of the optimal state of health of the animals.

Finally, you must comply with the regulations of the International Cynological Federation (FCI). If they are dogs with pedigree, they must be registered in the Spanish Origin Book (LOE) of the Royal Canine Society of Spain.
