The General Directorate of Traffic establishes different speed limits at which a bicycle can circulate. Article 50 establishes the maximum speed allowed for all types of vehicles on urban roads: 20 km/h on single-lane roads; 30 km/h on roads with one lane in each direction; and 50 km/h on roads with two or more lanes in each direction. However, things change when cyclists travel on interurban roads.

In a hypothetical collision between a bicycle and a car, it is clear that the cyclist is much more vulnerable than the driver. That is why article 48 of the General Traffic Regulations establishes that bicycles, like mopeds, can travel at a maximum of 45 kilometers per hour. Furthermore, the regulation clarifies, loosely, that "however, bicycle drivers may exceed said maximum speed in those sections in which the circumstances of the road allow them to develop a higher speed."

Cyclists are also not exempt from the administrative sanctions that the competent authorities may impose on them for violating road safety regulations. In the city, exceeding the established limit of 20 km/h for single-lane roads is considered a minor infraction and carries a 100-euro fine. Exceeding the speed limit between 21 and 70 km/h above what is permitted is a serious infraction for which the penalty amounts to 300 euros. The most serious fine they can face is 600 euros, if cyclists travel at more than 71 kilometers per hour.
