The Tortosa City Council has presented its Municipal Action Plan (PAM) 2023-2027 with 409 actions, including the construction of rental apartments in the old town for young people as well as actions to make the walls and fortifications visitable.

The document is structured around four main axes - attention to people, economic revitalization, sustainability and transparent government - and, according to the mayor, Jordi Jordan, it is a "dynamic" and "living" proposal that must be materialized over the next four years taking into account the emergence of possible new needs or lines of help.

The municipal government has not financially specified the necessary global investment, which will also adapt to changes in the "economic situation."

The Tortos municipal government plans to deploy the 409 measures included in the PAM with projects of one or several years, depending on their size.

More imminently, looking ahead to next year, one of the main proposals of the PAM will be projects to generate rental housing for young people in the old part of the city. There will be two projects: one on Sant Felip Neri street, with 23 apartments, and another in the nearby Sant Joan square, with four other homes on a municipally owned site.

Although, finally, access could be opened to groups such as single-parent families or elderly people, Jordan has highlighted that they must help "resolve the situation of a tense city" in terms of access to rental apartments. "It is the first investment in rental housing in sixteen years," she stressed.

Also more imminently, according to the mayor himself, work will be carried out on the project to expand and renovate the large room of the Felip Pedrell Auditorium theater - which must improve the air conditioning - as well as advance the implementation of the two daycare centers. municipal already announced previously.

Another of the PAM's notable proposals is the project to enable a green circuit to link the fortifications by bike path and a tourist train that will connect the old town with the walls. The action, scheduled for 2025, will require an investment of 2 million euros.

The PAM also, as developed by Jordan, wants to advance in the interpretation of the outposts of San Juan, Orleans and Tenasses, with a route that unites them and helps promote some of the main heritage assets of the city.

With regard to the different axes, in the scope of the "city designed for people" actions have been included such as water fountains in playgrounds, climate shelters, extending service hours such as the SIAD or the SAI, improving schools, creating nighttime spaces for students during exam times or expanding sports and health services at the Win center.

In economic matters, under the heading "city of progress", and apart from the housing and tourism measures outlined, it includes promoting cycle tourism through the Vall de Zafan greenway and its planned expansion towards the south and towards the north. Also develop the towpath between Ferreries and Jesús, position the city as a gastronomic destination with the seal of the Biosphere Reserve and create industrial land with the expansion of the Catalunya Sud industrial estate.

In the area of ​​sustainability - "greener city" -, Jordan recalled that the Cuidem Tortosa Plan is underway with 180 measures to improve public roads and an app will be launched so that citizens can report incidents. Citizenship and cleanliness campaigns will be carried out and efforts will be made to improve selective collection by starting a pilot test of door-to-door collection next year.

Finally, the heading "transformative government" includes the updating of the registry to avoid cases of tax fraud in municipal taxes, the inclusion of social bonuses for taxes and fees, social clauses in hiring, promoting the candidacy of Tortosa as a patrimony of humanity or defending the minimum flow of the Ebro River.
