If nothing changes, the month of August will be everything, except rest, for the ghost kitchens of Madrid since, without the approval of the modification of the urban regulations, the moratorium on these industrial facilities will expire, allowing them to be implanted again without any type of regulation or limitation in the capital.
This was alerted by the delegate of the Urban Development Area of the City Council, Mariano Fuentes, who denounces that "there is no rationality" in plenary session by opposition groups that are aware of the "importance" of urban regulations.
Fuentes criticizes that not approving the urban regulations "is an aspect that we cannot afford", for which reason he called on the opposition parties and groups to "attend to the requirements and needs" of the people of Madrid and to support these urban regulations where these grouped kitchens are regulated.
In addition, the Urban Development delegate warned that, without modification of urban regulations, "the law of the jungle" would affect "the entire real estate sector", due to the impact it would have on the city of Madrid "not only due to the lack of investment", but also "for tourist apartments and to be able to anticipate that the endowments and equipment reach the new neighborhoods and avoid a slowdown in the start-up and construction of the house that is already taking place due to not approving these urban regulations”.
The deputy spokesperson for Más Madrid in the City Council, Pilar Sánchez, has urged the municipal government to urgently process a special plan, not a modification of the PGOU, that regulates industrial kitchens before the end of the moratorium.
Said plan would define what a grouped kitchen is "so that there is no possible confusion with any tertiary use, such as workshops", and the limitations on implementation in residential areas, whatever the zonal norm.
They include that no more than four kitchens may be grouped in the same premises, nor be implemented in premises larger than 350 square meters, less than 500 meters from sensitive equipment such as educational centers or health centers and they will establish maximum density parameters, so that a minimum distance of 500 meters between premises of this type.
The Más Madrid proposal includes that space must always be reserved for loading and unloading within the premises, regardless of its size, computing it in the area assigned to use. Mobility and environmental impact reports binding for implementation must also be drafted and the hours will be limited, so that they can only operate between 10 am and 10 pm.
