The Prosecutor's Office sees no crime in the "T-Drogues" campaign, promoted by the Federació de Casals Joves de Catalunya to recommend the safe consumption of cocaine and which the Christian Lawyers association denounced for "promoting" narcotics, since it includes a kit of card and joint to snort.
As judicial sources have explained to EFE, the Prosecutor's Office has sent a report to the head of the investigating court number 10 of Barcelona in which it opposes the admissibility of the complaint by Abogados Cristianos, as it does not see evidence of a crime in the case. "T-Drogues" campaign, valid since 2021.
The complaint, which Christian Lawyers filed last January for a crime against public health, is directed against the members of the Technical Secretariat of the Casals Federation by concluding that this campaign, aimed especially at young people, "encourages" and It "promotes" drug use because it "implies" that its risks are not important if there is "certain control" or "certain measures" are applied.
The campaign, which will start in 2021, is promoted by the Federation of Youth Homes of Catalonia - which brings together different youth organizations - with the advice of the NGO Energy Control.
In it, a "T-Drogues" card is distributed - which emulates those on public transport - with recommendations for cocaine consumption such as "choose what you are going to take well for a safer experience", "change your nostril from time to time", "clean your nose with warm water or serum after each trip" or "the 'turulos' - for snorting - are for single-person use and non-transferable".
In its complaint, Abogados Cristianos highlights that the Casals Federation received 230,000 euros in public subsidies last year, which in its opinion represents "a presumption, an endorsement" that what it publishes "is done for the well-being and health of the citizens, in this case the Catalan youth".
On the contrary, he emphasizes that, despite recognizing the existence of risks in drug consumption, the campaign does not advise against it.
"We found that guidelines are provided so that citizens, especially young people, proceed to consume drugs in a 'safe' way. It seems to imply that drug consumption is good and its risks are not important or cause sufficient harm as long as there is some control or certain measures are applied," the complaint indicates.
"Therefore, while the measures are being applied, for the Federation of Youth Hostels of Catalonia, drug consumption is good and safe," the letter highlights.
For this reason, the complaint concludes that "the campaign as a whole represents promotion of drug consumption, since at no time does it discourage its consumption, but rather makes a series of 'recommendations' to carry it out in a 'safe' manner, but , in any case, encourages it to be carried out".
In its letter, Christian Lawyers requests as a precautionary measure the suspension of the campaign and that the 500 kits with laminated cards be removed, which they believe are used to make lines of cocaine, a joint to snort and a serum to later clean the graves. nasal.
According to the Federation of Youth Centers, the campaign consisted of the publication of these information cards aimed at young consumers that have been distributed at specific events and events, with the aim of providing information, raising awareness and helping to reduce risks.
