The Generalitat Valenciana focuses on social housing: it wants to build 10,000 houses

The price of housing, both new and used, had a year-on-year increase of 7.1% in the first quarter in the Valencian Community, according to the appraiser Tinsa. And it is in this context of increasing prices and difficulty in accessing housing that the Consell launches this Tuesday the “VIVE Plan”, which will contemplate the construction and development of 10,000 new affordable homes for sale and rental. On the sidelines, two months ago Mazón already announced an investment of 30 million euros of European funds to build 600 public homes throughout the Valencian Community "for those who need it most", of which 120 will be located in Castellón de la Plana with a budget close to six million euros.

The Valencian Executive wants to focus on social real estate and make this “the housing legislature.” His proposal is aimed at “responding to a need of thousands of young people and families in our Community” and as had already been advanced, it will go hand in hand with the city councils and the private sector to face what Mazón considers the Botànic's outstanding debt - “a neglected social need.”

The Generalitat Valenciana has worked with the municipalities to identify land for the construction of protected housing and, in her interview in this medium, the vice president and housing councilor, Susana Camarero, already announced that they were working on modifying the VPO decree to establish in it “the price framework and the conditions of who can opt for them with rules agreed upon with the sector.”

The current VPO regulations, approved before the May elections, establish that the maximum sale price of public housing is, initially, 2,200 euros/square meter of useful area. The report for the last quarter of the UPV Housing Observatory Chair already places the average price of new multi-family construction at 2,889 euros/square meter built with common elements.

In the new VIVE plan, the Consell will promote the acquisition of properties for sale and rental to young people, families and vulnerable groups. Currently, for the acquisition of officially protected housing under a special regime or if the buyers are large families and single parents or people with disabilities and victims of gender violence, the Consell has already placed the super-reduced rate at 3%, when the value of purchase is for a maximum of 180,000 euros.

Among the first decisions of the Consell was the extension of the period of application of decree 80/2023 on design and quality standards in buildings, the analysis of decree 68/2023 that regulates VPOs and housing of the Generalitat, as well as the decree -Law 6/2020 to expand public housing through trial and withdrawal.
