The Congressional table qualifies the law as an amnesty with the opposition of the PP and the endorsement of the lawyers

The table of the Congress of Deputies has qualified this Tuesday the Amnesty law registered by the PSOE with the votes of the PSOE and Sumar and the rejection of the PP. The debate at the table has been long and hectic, but on this occasion – unlike the amnesty law proposal that the pro-independence parties registered two years ago – the lawyers have reported it favorably.

The lawyers' report is not binding but is obligatory, and the endorsement of the amnesty law proposal alleviates the legal pressure on the investiture majority. The PP has voted against, reiterating its opinion regarding the unconstitutionality of the rule, which will be processed by emergency procedure.

The board has also set the date for the solemn opening of Congress on November 28 and the start of the regular session on December 12. In all likelihood, if the Board of Spokespersons approves it, that will be the date on which the amnesty law begins its parliamentary process. The plenary session must vote on both the beginning of this process and the urgency procedure for the approval of the law. However, the presidency of the Chamber can agree to an extraordinary previous plenary session to accelerate the processing of the norm.

In any case, the PP, with its absolute majority in the Senate, has approved a regulatory reform to emancipate itself from that urgency and retain the bill for two months.
