While Junts is still negotiating with the PSOE its support for the investiture of Pedro Sánchez, Esquerra has already closed an agreement with the socialists that, in its opinion, complies with the approaches with which it participated in the general elections that the Republicans summarize in dejudicialization and resolution of political conflict and well-being for citizens.

The amnesty is the tool that must complete the dejudicialization with the objective of seeking full political, institutional and social normality as an essential requirement to face dialogue and negotiation in optimal and balanced conditions with which to address the challenges of the immediate future. The parties have not given details on this issue as it is still subject to negotiation with Junts, although Esquerra announced this week that it would include the CDR accused of terrorism and the leaders of the Tsunami Democràtic platform also investigated for terrorism.

The dialogue table between governments will be maintained and will move on to a phase of approach, analysis and dialogue on political proposals in this matter, which must advance at a constant and satisfactory pace for both parties, including periodic meetings to address all the proposals and work on mechanisms that enable its viability. It must also address the debate on the way in which the agreements that can be reached on the political framework of Catalonia can be endorsed by the Catalan people.

In parallel to the Table, a negotiation space will be created between both parties that has a mechanism that has the functions of accompanying, verifying and monitoring the entire negotiation process and the agreements reached. For these purposes, a person of recognized prestige will be designated by common agreement to carry out these tasks.

In the area of ​​improvements for people's lives, the agreement signed between the PSOE and ERC contemplates the comprehensive transfer to the Generalitat throughout the legislature of the Rodalies railway service, including the economic resources necessary for its management and for cover the deficits incurred by Renfe and the debt with the company. A company will be created (Rodalies de Catalunya) with the majority participation of the Generalitat and whose president, proposed by the Generalitat, will have a casting vote. This company will have a collaboration agreement with Renfe. Likewise, the Ministry of Transport will transfer to the Generalitat the ownership of the railway infrastructure in which the services provided are exclusively owned by the Generalitat and can be excluded from the joint exploitation of the rest of the network of general interest. The sections will include at least the Maresme line of the R1, the Papiol - L'Hospitalet - Vic - Puigcerdà line of the R3 and the Sant Vicenç de Calders - Barcelona line of the R2 line.

One of the star agreements is the forgiveness by the State of some 15,000 million of the debt that the Generalitat has contracted with the Autonomous Liquidity Fund (FLA), which will also mean a saving of about 1,300 million in interest in the coming years for the coffers of the Catalan administration. This should allow, according to PSOE and ERC, to clean up the financial situation of the Generalitat and facilitate its return to financing in the debt markets.

On the other hand, a bilateral commission will be established to reach agreements regarding the financing of Catalonia and resources will be transferred to finance the expansion of the Mossos force as well as funds for justice, penitentiary services, research and scholarships.

To address the low execution of budgets in Catalonia, an investment commission will be created between the two administrations to address the prioritization and planning of investment activity, monitoring and execution.

Furthermore, the Central State Administration is committed to ensuring that the proportion of public investment programmed in Catalonia adjusts to the proportion of the Catalan economy in the State as a whole.
