Sánchez, in an informal conversation with journalists covering his visit to Brazil, stated that he is close to reaching an agreement with Junts on the law and that he hopes that its announcement could be imminent, since the Congressional Justice Commission must debate it. this Thursday.

The President of the Government recalled that he has always said that the text of the law that has been debated in Congress and that was rejected in the plenary session of the Chamber by Junts was in accordance with the Constitution and in accordance with European law and that it would be so also when his parliamentary tour concluded.

While waiting for the agreement with Junts to be made public, Sánchez has assured that what will be achieved is to further strengthen these parameters, provide more security and more guarantees.

But not only for the constitutionality of the law, but also guarantees to clear up the doubts that Puigdemont and his political party had regarding the possibility that not all people related to the process could benefit from the amnesty. This includes the former president of the Generalitat even after the Supreme Court has decided to investigate him for an alleged crime of terrorism due to the actions of Tsunami Democràtic.

Sánchez has assured that he has never shared Junts' doubts because he has always been convinced that as it was the text was going to cover all the assumptions linked to what happened in Catalonia years ago, but he has indicated that it is necessary to reinforce it even more. those guarantees to dissipate them, it will be done.

It does not advance the specific changes that there will be in the law, and when asking whether this will entail any modification in the part related to terrorism crimes, it limits itself to summoning the moment it is made public to know the details of the norm that will be voted on in committee. on Thursday to later go to the plenary session of Congress.

Sánchez does not explicitly link the approval of the Amnesty law with the possibility of moving forward with this year's budget bill, but he has stressed that the will of the Government and the groups that supported his inauguration is to provide stability to the legislature with a roadmap that includes, among other matters, the approval of the State accounts.

Sánchez is working with the idea of ​​approving this year's ones, not with governing during the current year with the 2023 ones extended or therefore waiting for the parliamentary groups to support the 2025 ones.

In this regard, the spokesman for Junts in the Senate, Josep-Lluís Claries, called on the PSOE this Thursday to make it possible for the legislature to continue because "we are at a key moment" and there is "a very important amnesty" ahead that is of "reconciliation", and "whatever doesn't like it, put up with it, because this is what democracy is." "We are going for amnesty, for freedom and for there to be social budgets at the service of the people," he stated.

Cleries made these statements during the debate in the Senate on the stability objectives, a step prior to the presentation of the general state budgets. The objectives will be rejected by the Upper House, where the PP has an absolute majority, but the Spanish Executive will also carry out the accounts with the objectives that it sent to Europe for the Stability Plan.

The Junts spokesperson stated that his party is open to "negotiating" the general budgets of the State, but recalled that it is necessary to correct the investment and execution deficit of the State in Catalonia, which in this last aspect is 30 points lower than the average of the communities, while in Madrid it is 179% of what was budgeted.
