The new urban regulations of Madrid approved by the PP without the support of any other municipal group have added new detractors in the last few hours in addition to Más Madrid, PSOE and Vox. The Regional Federation of Neighborhood Associations of Madrid (Fravm), in fact, has announced its willingness to take legal action in aspects such as the expansion of capacity in the hotel industry and the new regulation of ghost kitchens that, contrary to what happens in other cities such as Barcelona, its installation in residential areas is not prohibited.
Its president, Quique Villalobos, has explained that the possibility of appealing the urban regulations is one of the options that is on the table and, although he has recognized that this type of action is not easy, he has stressed that the Federation of Neighborhood Associations is going to Do everything in your power, through the allegations, to ensure that the demands of the neighborhood associations are taken into account.
In a press conference to present a manifesto "in defense of all democratic rights and freedoms" on the occasion of the general elections on July 23, the president of the Fravm said that "we are in a historic moment of affectation of the rights civilians, in which everything is subordinated to the powerful and to economic interests", Villalobos pointed out. "The privileged are making these and other rules against the people," he insisted.
Among the issues addressed by the new urban regulations are the controversial industrial kitchens or 'ghost kitchens', whose licensing is paralyzed by the moratorium imposed by the municipal Executive of PP and Citizens and which ends on August 16.
The new regulation continues to allow its implementation in residential areas and supports facilities of up to 350 square meters with up to eight kitchens.
In addition, all the premises will have a waiting area for motorcycles and delivery bicycles, as well as a room for delivery people, with a minimum area of five square meters per kitchen, and will have a room for the reception of waste with dimensions appropriate to the conditions established by ordinances on the matter.
A mobility study will also be required to find out the impact that these facilities will have on the environment.
Likewise, the urban regulations provide for the extension of the capacity for the establishments of special bars and discos, up to a maximum capacity of 75 people; for bars and restaurants up to 175 people, and for those dedicated to shows, up to 400 people.
The current General Plan -of the year 1997- establishes a maximum capacity of 49 people for the establishments of special bars and discos; up to 99 people for bars and restaurants; and up to 300 people maximum capacity in the venues.
