Generalitat and Avalis make it easier for SMEs to access credit and European aid

The beneficiaries will be SMEs active in Catalonia with an annual turnover of between 1 and 50 million euros from all productive sectors or newly created companies (those established within a maximum period of three years) that have investment projects of 500,000 or more euros, as long as they contribute to the project, with their own resources, a minimum of 20% of the investment.

Companies that carry out projects in Catalonia that have submitted calls for public aid, the obtaining of which is conditional on the presentation of guarantees or guarantees to the granting public administration, will also be eligible for this type of guarantee.

Guarantees intended for productive investments and business growth will be bonused, as well as the working capital associated with the investment project. The currency may represent a maximum of 30% of the total guarantee. The financing term for these operations will be three years or more, with a maximum of 12 years.

The guarantees that SMEs must present as a condition to obtain the aid provided for in any line called by the central, regional or local administrations, or by the EU, are also subject to a bonus, including the guarantees required in the calls derived from the PERTE, within the framework of the Recovery, Transformation and Resilience Plan. In this case, the maximum term of the guarantees will be determined by the granting authority of the aid.

In accordance with the operation of mutual guarantee companies, when a company requests a guarantee from Avalis to present it as a guarantee for the payment of a loan to third parties, it must deposit a percentage of the amount requested as a subscription for Avalis social shares ( contribution called “mutuality”) that will be frozen until the loan is paid; you must pay the opening fee; and must pay an administration and risk commission (CAR) for the guarantee provided by Avalis.

The signed agreement will allow the amount of the mutual fund to be partially subsidized and also of both commissions. Thus, the Department of Economy and Hisenda will subscribe the necessary shares to formalize the guarantees, assuming 100% of the cost of the mutuality; will reduce the guarantee opening commission, up to a maximum of 0.60% of the guaranteed amount; and will cover 100% of the CAR during the first five years of the operation.

The agreement was signed by the Secretary General of Economy and Hisenda, Josep Maria Vilarrúbia, and the CEO of Avalis, Anna Álvarez. At the end of the signing ceremony, Secretary Vilarrúbia remarked that "thanks to this agreement, the costs of guarantees will no longer be an economic impediment for SMEs that want to carry out investment projects or business growth in Catalonia."

For her part, the CEO of Avalis stated that "it is another example of putting tools at the service of the business world so that the increase in the costs of financed operations does not represent a brake on investments." "The free guarantee is Avalis's best contribution to the productive fabric of Catalonia," she concluded.
