Ayuso's partner used a "front man" without income to bill 1.6 million euros

Alberto González, partner of the Madrid president Isabel Díaz Ayuso, devised an “organized plan” through “mendacious” behavior to reduce “or even completely neutralize” her tax obligations, according to the Tax Agency report that gave rise to the complaint. of the Prosecutor's Office for two tax crimes and one of document falsification.

The document, to which La Vanguardia has had access, reflects how González used what is described as a “possible front man” to make false invoices worth 1.6 million euros. The objective was to fake work carried out to deduct taxes after increasing their turnover in an “extraordinary” way.

González used several formulas for this. One of them was to use a man, Maximiliano E.Niederer, a Mexican citizen with Spanish residence. The first thing he did with it was a contract between Ayuso's partner's company, Maxwell, and MKE Manifacturing SA, for which a commission of 620,000 euros was billed. Niederer was supposedly paid to market his health project services in the public health system of Mexico.

A year later, and using the same mechanics, González once again turned to his “front man.” On this occasion, an Ivory Coast company had been established, in which he appears as a partner. González signed two contracts through his company. One with this Ivorian company, Gayani Sl, for which a 3.5% commission was paid if business was found in the country. The other contract was signed with DBT, with a 7.5% commission for the supply of two million vaccines against Covid-19 if an award was achieved with the government of the African country.

In the investigative work of the Treasury instructor, which lasted a year and a half, it was discovered that González's plan was not to sell vaccines to the Ivory Coast but to create a network of false invoices to reduce his taxation. That is to say, he created a smokescreen to make it seem like he was going to take advantage of a business opportunity in this country when in reality, just like in Mexico, it was a “legal trick” to reduce the payment of taxes due to the increase in turnover over the years. 2020 and 2021.

During the inspection, Maximiliano was called to testify. He was first asked about the NKE contract. His response was “I don't know this company; "I have not been nor will I be a representative of this company." Not even when the inspector reminded him that he had signed a contract for more than a million euros.

Six days later and after acknowledging that he had spoken with González, he retracted his statement, acknowledging that due to an "urgency" error, his signature had been reflected.

The inspector was not convinced and looked at his data. He discovered that he had had a residence permit for five years and had never declared it to the Treasury. The explanation offered to the inspector is that he lived on loans from family and friends. Since 2019 he received income from his mother. “It makes us think that we could be facing the figure of a possible front man.”

Regarding the Ivory Coast contract, both González and Niederer tried to “confuse the situation a little more” with “a lot of talk and without providing relevant data or conclusive evidence” to the inspector's questions. The argument is that although the vaccine business was never carried out, the Gayani company collected the bill, which coincidentally ended up in the Mexican's account in Spain, for 922,585 euros. Of course, González, upon learning that he was being inspected, canceled them in an unsuccessful attempt to save himself from the complaint.

Having confirmed the harshness with which the Tax Agency has described the tax structure put together by González, Ayuso chose to modify his strategy. If last Wednesday she assumed the defense of her partner, the president yesterday distanced herself: “I respond for the Community of Madrid, which has nothing to do with this story” (...) “The defense strategies of an individual are not part of my responsibility as president,” she added.
