The Parliament urges the Government to modify the decree of reorganization of the direction of the Mossos

PSC-Units and JxCat have once again joined their parliamentary forces to urge the Government to modify the decree for the restructuring of the Mossos d'Esquadra general direction approved by the Catalan Executive on March 21, and which received strong rejection among the unions and reluctance among police commanders.

The parliamentary group of Salvador Illa, promoter of the motion voted this Thursday in Parliament, intended to go further, urging the Government to withdraw the decree in question and to bring a new one to the Catalan Chamber, reformulated, which would include "the contributions previously debated ” in the corresponding forums, including the Police Council, and “establish a calendar for the implementation of the new decree”.

But finally, socialists and post-convergents -with the inclusion of an amendment of En Comú Podem- have agreed to obviate the withdrawal of the decree, considering that the Government would not accept it, but to toughen the conditions for the reformulation of the decree. This modulation has made it easier for ERC to join in voting in favor of the PSC-Units motion, also to avoid staying

The text that has finally gone ahead calls for the Department of the Interior to create a "work table" in which the Mossos commanders, the Police Council, and parliamentary groups are, where they can debate possible modifications to the decree.

These changes must take into account the conclusions of the study commission on the Police Model, concluded last December, and the work group should start up in June and finish its work in October at the latest. The Government should include the "pertinent modifications in its decree and present an implementation schedule before the end of the year.

The Government's decree expanded the organization chart of the police general directorate into 109 new commands and was rejected by practically all the opposition in Parliament, which denounced an "abuse of power" by the Catalan Executive Government and "lack of dialogue ". Criticism also rained down from the unions, which planted the Minister of the Interior, Joan Ignasi Elena, at the meeting intended to explain the decree and issued a statement in which they assured that the current Ministry is "the worst in history" for being the that "more imposes and negotiates less".

In the debate of the motion this Thursday, the deputy of the PSC-Units Ramon Espadaler, recriminated "the forms" of the ministry. Without going into the contents of the decree, the parliamentarian reminded Elena that it has already been disapproved by the Parliament and that the Catalan Chamber has not approved a large part of the initiatives that it agreed with the CUP at the time to facilitate the investiture of president Pere Aragonès . "Today this House tells you again no, not like that, not doing mayoralties."

From Junts, the deputy Mercè Esteve also wanted to highlight "the lack of participation and consensus in the procedure that has been followed in the approval of the decree", It denotes arrogance, imposition, a great lack of dialogue, of project, and for above all, a lack of respect for the security of our country". to attend to", justified Esteve.

From ERC, the deputy Lluïsa Llop justified the approval of the decree by the Government as being "absolutely necessary to consolidate the Mossos d'Esaquadra as the integral, proximity and technological police in Catalonia", and denied the accusations of lack of dialogue with a detailed explanation of the internal consultation process with which the contributions were collected to prepare the decree. Thus, "the contributions of officials, managers and unions have been effective," said Llop, who nevertheless agreed with the claim of PSC and Junts to submit the decree for review again.
