Parliament approves the creation of the 43rd region of Catalonia: Lluçanès

Parliament has definitively approved the creation of the Lluçanès region, the 43rd, with 80 votes in favor of ERC, Junts, CUP and Comú Podem and 49 against PSC-Units, Vox, Cs and the PPC. The creation of Lluçanès is a historical claim and the 'yes' was imposed in a consultation made in 2015.

ERC has recognized the efforts and demands of those who had been demanding it for years and has also sent a message to those who voted 'no': "We ask you for confidence and a little time, the Government has planned it carefully enough so that it can be done with solid foundations and with guarantees", said the deputy of ERC Alba Camps. The amendment to all of Cs has not prospered and the region will be a reality when the law is published in the DOGC.

'"Today is a very special day, after years of efforts and claims to formalize what residents of the municipalities freely chose; thank you for your conviction, perseverance and for not having fainted." This is how the deputy Alba Camps began the intervention on behalf of ERC. An intervention in which she has also underlined the validity of that 2015 consultation, both by affirmative and negative votes. "We are not inventing anything new", she has said, because "the region has been around for a long time and is beating".

On behalf of the Government, he has assured the commitment to continue accompanying the territory to make the region "a benchmark" and has also reminded people who have been fighting for years so that "this historical, geographical, cultural and social reality is also an administrative entity". , making a special mention to members of the Lluçanès is a region platform, created 22 years ago, as well as to the general secretary of ERC, Marta Rovira, who initiated the process.

From Junts, the deputy Anna Erra, has spoken of a "historic day" and has also referred to the efforts and claims that have allowed us to get here. The party welcomes the transitory formula of the commonwealth before the County Council is formally constituted in 2027. A time that will serve, she has said, to analyze well the needs of the region and also, an opportunity to be able to add more municipalities that have now decided to stay out.

From En Comú Podem they have also voted in favor, saying that it was a "legitimate, historical and current" right, but then they have accompanied it with a critical vision. First of all, he has said, because of the urgent formula of the processing and a few days from the municipal ones -something that could lead one to think that he is "electoralist"-. He has also remarked that this law does not resolve a pending issue in his understanding of how the debate on territorial organization in Catalonia is, which should give better responses to the country's needs.

Who has also voted in favor has been the CUP. The deputy Montserrat Vinyets has also valued the work carried out in the territory, has praised the formula of pooling services and has asked to get down to work to make new regions a reality in the future, develop the veguerías and, above all, eliminate the delimitation of the provinces.

In the block of those who have voted against was the PSC-Units, Vox, Cs and the PPC. All have described the approval of the bill as an "electoralist" measure and have criticized the fact that the single reading procedure was chosen to expedite the process.

The socialist deputy Marta Moreta has questioned the formula for the creation of the commonwealth and the role that the Lluçanès Consortium will have from now on, where the 13 municipalities that voted on whether they wanted the future region are integrated. In this sense, she has warned of possible administrative duplication and waste of resources. "We will not support a law made in a hurry like everything this government does, which does not even know how to organize a public contest," stressed the socialist.

From Ciutadans, who have presented an amendment to the entirety that has not gone ahead and that has had the support of the PP, they have stressed that the country has pending the territorial debate and has criticized that now the Government creates "a deferred region "because It will not have a county council until 2027. Deputy Joan García has criticized that the table has accepted technical amendments to the bill that have been approved because, in his opinion, they were out of time and has warned that this will create a precedent.

As for Vox, they have once again defended the need to abolish the county councils due to the expenditure of public resources and have questioned the representativeness of the results of the 2015 consultation. Finally, the PPC has criticized the fact that the map of Catalonia is leaving modifying with "regulatory patches" without there having been, he said, a global reflection.

Among those attending the plenary who followed the voting was the mayor of Oristà and president of the Lluçanès Consortium, Marc Sucarrats; the mayor of Perafita, Ramon Casals and the mayor of Prats de Lluçanès, Jordi Bruch, as well as the representative of the Government in central regions and mayoress of Alpens, Montse Barniol, among others as representatives of the platform.
