The ERC parliamentary group registered yesterday in the Congress of Deputies a non-law proposal for the autonomous communities to manage the (Perte). The proposal launched by the Minister of Business and Labor, Roger Torrent, is thus made official, after learning of the disappointing results of the Perte of the electric vehicle. Aid has been allocated for the amount of 267.7 million euros, barely 26% of what was planned (almost 3,000 million between loans and grants).

The ERC parliamentary initiative consists of two points. The first urges "to carry out, within a maximum period of one month, the necessary legislative modifications to transfer the management of the Perte to the autonomous communities that request it."

The second point asks to carry out, also within a maximum period of one month, "the necessary modifications so that the unallocated amounts of the Perte for the development of the electric and connected vehicle can be managed by the autonomous communities with the aim of guaranteeing that they arrive capillary to projects that are transformative”.

In its explanatory statement, ERC recalls that the Next Generation European funds with which the Perte are financed are a great opportunity to transform strategic sectors of the economy. But, he warns, "the desired objectives are not being achieved, as shown by the execution figures of the different calls for the Perte (strategic projects for economic recovery and transformation).

In particular, the results of the Automotive Part have been very disappointing, which had aroused enormous expectations, starting with the Seat-Volkswagen group, which aspired to receive about 1,000 million for an investment of around 10,000 million, added to the automobile group and the 60 accompanying partners. In the end, they have been left with 356.58 million, although with the hope of being able to receive more aid from other programs and the second call for the Perte next year.

After Seat, the project that will receive the most aid is the so-called decarbonization hub led by QEV and BTech, which will receive 65 million to manufacture electric vans in the old Nissan facilities. It is also less than expected, in this case because the promoters of the hub have not obtained more guarantees to guarantee the aid. They have given up part of the subsidies and have deferred some investments.

The rest of the aid is divided between Mercedes-Benz (170.44 million euros); Opel (52.21 million); Renault (40.06 million); Sapa (32.86 million); Faurecia (28.24 million); Irizar (24.18 million); Stellantis (15.15 million) and Fagor (7.83 million).
