The PP proposes limiting personal income tax in Catalonia to 40% and zero rate for new self-employed workers

The Popular Party competes in these elections with a “plan for Catalonia” based on ten axes where they give special importance to measures dedicated to “reactivating the entrepreneurial spirit and recovering talent.” Liberal measures, among which the proposal to reduce the regional income tax section stands out so that as a whole the income tax paid by Catalans does not exceed 40%. With an eye on regional taxes, the group is committed to promoting the elimination of inheritance, donation and wealth taxes.

The proposal that the candidate, Alejandro Fernández, brings to these elections has three points that look at what the PP understands as a necessary expansion with a “fiscal highway” to reduce the burden in Catalonia, the elimination of bureaucratic barriers and the attraction of talent. Regarding this last point, the PP proposes a zero rate for two years for all new self-employed people who want to start a business in Catalonia.

Likewise, the electoral program advocates guaranteeing a “training voucher” for unemployed people over 45 years of age. This seeks to facilitate reintegration into the labor market in better conditions, as indicated.

The PP points out that since 2017, 9,000 companies have left Catalonia and since 2018 there has been economic stagnation. A situation that has reduced Catalonia's leadership capacity in Spain, they point out, placing Madrid at the head. The popular ones are highlighting in the pre-campaign events that the Catalans are the Spanish citizens who bear the greatest tax burden, and just yesterday Alberto Núñez Feijóo indicated that they are the community with the greatest debt and with a high increase in the fiscal deficit

The economic axis is therefore one of the assets that the PP wants to play in these elections, where the loss of the Catalan leadership is linked to the process. And taxation in Catalonia is also related to the loss of the ability to attract investments.

The programmatic “plan” presented by Fernández also proposes an unloading of the bureaucracy of the Generalitat administration, and advocates the generalization of “positive silence” in bureaucratic procedures. That is, the resolution favorable to the citizen if there is no response from the administration. He also highlights, to speed up the procedures, the promotion of responsible declaration when starting a business, compared to the licensing regime.

Alejandro Fernández will present today the economic proposals of the PP at the Col.legi d'Economistes de Catalunya, proposals that in terms of a political message not only want to end the “decadence” that, as they reiterate, the process has brought in this key, but to contrast the recipe book with the policies of Pedro Sánchez in the Government, and therefore, with those that the PSC candidate, Salvador Illa, can offer.

What is put on the table with this plan, which, according to the PP, proposes “direct actions” that can be carried out, is to operate on the regulatory capacity that the Generalitat has under the idea that Catalans are the ones who pay the most taxes. in all Spain.
