The PP maintains a battle against the president of Congress, Francina Armengol, for what they consider "partial action", and doing so in favor of the PSOE and the acting president of the Government, thus breaking what should be its institutional neutrality at the time to apply the Regulation. It all started with the way the president acted in relation to the use of co-official languages ​​in the Lower House, with decisions such as allowing their use before the plenary session approved the legal reform that allowed it.

But the PP's clashes with Armengol did not stop there, and there have been continuous appeals for the highest authority of Congress to convene the investiture session of Pedro Sánchez, since three weeks have passed since the king designated Pedro Sánchez as a candidate. They are now joining the protest because the chamber is without activity, without even having established the commissions, and has not undertaken the control activities that the PP has been registering since the Chamber was established.

For this reason, the PP demands that Armengol "immediately resume parliamentary control in the Cortes Generales", for which it has sent a letter to the president of Congress, Francina Armengol, so that within 48 hours she can set a date. to the holding of the Board of Spokespersons and call a meeting of this body in a week. If you do not do so, the PP, management sources assure, "will adopt the actions that correspond by law."

In fact, in 2015, when the formation of the government was delayed due to Mariano Rajoy not having a majority, which ended in a repeat election, the PSOE took the decision of the PP, which controlled the Congress Board, to the Constitutional Court, which concluded that Congress can and should control the activity of a government in office, always in the decisions it can adopt within those that an executive has in those conditions.

The PP considers that "the most basic norms of parliamentary control are being violated" and that it is not admissible that since the constitution of Parliament, on August 17, the Board of Spokespersons has only met on two occasions: on August 14 and 19. September to set the agenda for the processing of the Reform of the Congressional Regulations that allowed the use of co-official languages, and on the 26th and 27th of that same month for the organization of the investiture debate of Alberto Núñez Feijóo.

The PP claims to be able to fulfill its obligation, "contrary to what the Government does, which abandons its functions" they say in the PP, and remembers that it has requested the appearance of the acting President of the Government, Pedro Sánchez, so that report of the European Council of October 17, and of the Minister of Foreign Affairs, José Manuel Albares, to explain the Government's position on the situation in the Middle East, as well as that of the Minister of the Interior, Fernando Grande Marlaska, to account of the migration crisis that the Canary Islands are experiencing.
