The Government insists on addressing the initiatives promoted by the PP-VOX coalition in Aragon, Castilla y León and the Valencian Community in relation to the approval of laws to repeal autonomous laws of democratic memory, which, in its opinion, are " contrary to the values ​​contained in the Democratic Memory law". For this reason, after announcing this week that they will be the subject of an appeal before the Constitutional Court, Pedro Sánchez's Executive plans to also raise them to the main European and international bodies due to "their seriousness", according to Moncloa sources.

Specifically, as the sources explain, the Executive will turn to the special rapporteur on Truth, Justice and Reparation and the United Nations Rapporteur on Extrajudicial Executions to "evaluate the conformity of these measures with the best international practices and the international commitments acquired by Spain." in matters of Human Rights".

In addition, it will promote different initiatives to be included in the agenda of the plenary session of the European Parliament for debate and voting by the socialist group.

Finally, the Government, alleging the "possible violation of several provisions of the Human Rights Convention, will promote an urgent debate in the Parliamentary Assembly of the Council of Europe to analyze the repeal of these laws, will inform the General Secretariat of the Council of Europe and the Commissioner for Human Rights to inform them of the seriousness of the situation and will request the preparation of a report on the situation of democratic memory in Spain to the Council of Europe.

Last Tuesday, the Minister of Territorial Policy and Democratic Memory, Ángel Víctor Torres, submitted a report to the Council of Ministers to require the Executive of Castilla y León to, within the framework of a bilateral commission through article 33.2 of the law of the Constitutional Court agrees to sit down with the Government and agree to modify the norm approved by the Cortes of Aragón. If this does not happen, the Government will file an appeal to the TC. The Executive's intention is to do the same with similar initiatives that are being processed in the Valencian and Castilian-Leonese chambers.

On February 15, Aragón became the first community to repeal an autonomous law of democratic memory with the support of the three groups present in the Government: PP, Vox and PAR.

Next, PP and Vox presented on March 21 in the Valencian Community, where they govern in coalition, a proposed law of “concord” that will replace the current autonomous law of memory and that, according to Vox, will eliminate the terms “war-civilists.” ” and will maintain reparation for all victims.

Along the same lines, the PP and Vox, which govern together in Castilla y León, presented there on March 26 a proposed law of “concord” to replace the current autonomous decree of historical memory. This new norm does not include an express condemnation of what happened between the Civil War and the Spanish Constitution of 1978, while at the same time it eliminates the word “dictatorship” to refer only as Francoism to the period between 1939 and the arrival of democracy.
