The Valencian Government has reached a political agreement to be able to approve this Friday, in its ordinary meeting, the decree of urgent measures to deal with situations of vulnerability and residential emergency in the Valencian Community that had been stuck for months due to the lack of agreement. A lack of consensus around, mainly, one of the articles that established the mandatory temporary transfer of the use of empty homes of large holders.

Despite this, the approval of the decree is conditional on a final favorable report from the Generalitat's Attorney's Office which, according to the sources consulted by this newspaper, "is expected to be ready" so that the regulation can be approved tomorrow. Contrary to what it might seem, since it has been the PSPV who has shown the most hits with the legislative initiative, the request for the report has been made at the proposal of Compromís

The wording proposed by the Ministry of Housing (in the hands of Unides Podem) pointed out that all those large physical and legal owners (more than ten properties) who had an uninhabited home for more than a year would have the obligation to temporarily assign it to the Generalitat Valenciana for a social purpose, to a vulnerable beneficiary and provided that the property is located in an area of ​​housing need.

This wording generated some tension in the majority partner of the Government; the PSPV. However, sources from the department headed by the second vice president, Héctor Illueca, have confirmed to this newspaper that after reaching a "political agreement" and after "clarifying some issues" the decree has received the conditional approval of the Consellet -the body prior to the deliberation of the plenary session of the Valencian Government - and has been included in the agenda for Friday for its approval as long as the Legal Profession does not say otherwise.

Both the Second Vice Presidency and the Presidency believe that the text can be approved, although if the report from the Lawyers were unfavorable, it would have to be left on the table.

Regarding the final text, from the Illueca environment they point out that the article that generated the internal debate "is maintained with some nuances." However, they emphasize that the spirit "is the same" after "introducing some technical issues". Thus, they say that to know the details we will have to wait for the Executive meeting scheduled for Friday.

Despite the issues modified to facilitate the agreement, from the second Vice Presidency they insist that the rest of the decree remains "practically the same." In addition to the mandatory transfer, the regulation provides for measures to fight against real estate harassment, the creation of a body of inspectors to ensure compliance with housing laws or the creation of a registry of large holders. In it, those who own 10 or more homes must notify the Generalitat and provide, among other information, their location, use and even a contact telephone number so that technicians can contact them.

This registry, together with the existing one for empty houses, should serve to activate the social rental market by the Administration in areas of great residential tension.
