Justice knocks down another green axis of Colau and urges it to be dismantled

This Friday, a judge revoked another agreement of the Barcelona City Council, from the Ada Colau stage, by which the green axis of Comte Borrell was approved, concluding that it could not be processed as an ordinary work, since when the street was pedestrianized it had to modify the General Metropolitan Plan (PGM). This is the same argument that was put forward in a ruling from the green axis of Consell de Cent.

Deputy Mayor Laia Bonet announced that they will appeal the sentence “for a principle of responsibility and institutional continuity.”

The ruling agrees with the Unió d'Eixos Comercials Turístics de Barcelona (Barcelona Oberta), which had filed an appeal against this urban planning action. The same entity stated in Betevé that they will not request the execution of the sentence. They alleged that “it was not the objective of the complaint,” but that they are open to mediation, a process initiated by the will of all parties.

It is the second ruling that knocks down one of the green axes planned by Colau, after another court, in that case the contentious-administrative court number 5 of Barcelona, already revoked the Consell de Cent superblock in September 2023, when it was already inaugurated. Now, the contentious-administrative court 15 has also concluded that the pedestrianization process should be reversed because it was not “in accordance with the law,” urging a return to the 1976 PGM street planning.
