Junts achieves the transfer of immigration powers and publishes fiscal balances

Junts per Catalunya has not voted this afternoon after agreeing, as it claims and in the absence of confirmation from the Government, the full delegation of immigration powers to the Generalitat - something that Carles Puigdemont already requested in his conference from Brussels on September 5 - and the immediate publication of the fiscal balances, for which Moncloa has not provided the data to calculate them since 2016, with the PP and Cristóbal Montoro as Minister of Finance. The post-convergent formation, in addition, would have agreed with the PSOE on the suppression of article 43bis of the Civil Procedure Law, which in JxCat's opinion put the amnesty "in danger."

The exchange is profound. The cake is delicious. The decree has been approved by 172 votes in favor and 171 against and no abstentions. After a last-minute negotiation, Junts has stopped voting after reaching an agreement "to improve self-government and the living conditions of Catalans." The decree will be processed as a bill, so parliamentary groups will have the opportunity to make changes to the legislative proposal presented by the Government.

This will be the case despite the fact that in the previous days Junts had expressed its misgivings towards the PSOE, considering them unreliable. In fact, the post-convergents had demanded that the Government cut up some omnibus decrees that included issues of a very different nature. JxCat trusts that the socialists will comply. At the time of the vote, nothing had been signed.

Among the measures, the delegation of powers over immigration to the Generalitat also stands out, through article 150.2 of the Constitution, through a specific organic law for Catalonia. The delegation of this competence will be accompanied by the necessary resources and will allow Catalonia to "make a comprehensive policy, so that it is the Government and the Parliament of Catalonia that determine their own policy, appropriate to the needs of Catalonia."

In summary, the agreed issues, as reported by Junts per Catalunya in a statement, are:

-Immediate publication of official data to calculate fiscal balances.

-Reform of the capital companies law through the Council of Ministers to reverse the royal decree of the PP in 2017 and so that companies can return to Catalonia. A point that moves away from Junts' first intention of sanctioning companies that do not return to Catalonia after the flight of their headquarters to other territories of the State.

-The VAT on the oil will be 0%.

-The money planned for the digitalization of the administration of justice is multiplied by 5 (from €1.2M to €6.2M).

-The State will assume the entire cost of discounts and bonuses on public transport prices.

-The historical rights of Catalonia in matters of local government are recognized.
