This was decided by the autonomous government of this Russian republic in a meeting last Friday in which Musa Dadayev, the minister of culture in Ramzan Kadyrov's government, announced an unusual measure, to say the least: limiting all musical, vocal and choreographic compositions to a tempo between 80 and 116 beats per minute (BPM).
According to the Russian agency TASS, the reasons that Dadayev gave are shocking: the measure serves, he clarified, to ensure that musical creations "adjust to the mentality and musical rhythm of the Chechens," and its objective is to "bring the people and the future of our children the cultural heritage of the Chechen people.
This new imposition of the controversial Chechen government will mean the veto of musical styles such as techno - with PPM between 125 and 145 - or a good part of pop - between 90 and 135 PPM -.
The republic, according to information from the Moscow Times, will allow artists to rewrite their songs to adapt to the new measures, and they will have until June 1, 2024 to do so. If they do not comply with the new legislation, these artists will be prohibited from performing their music in public and will not be able to obtain any benefits within the region.
Finally, the minister of culture added that the ban on this music will help preserve Chechen culture itself and will discourage the need to look for cultures from other places, since, in his words, “borrowing the musical culture of other peoples is inadmissible.” ”.
