There is no legislature without a self-respecting infrastructure megaproject, but nowhere does it say that such a megaproject cannot be the star of two different legislatures. Or even more, as is the case of the regional government of Isabel Díaz Ayuso who, after seeing how the tender for its construction, maintenance and operation was deserted in 2021, has decided to build and directly manage the multi-publicized future City of Justice from Madrid.

The new project, as confirmed by the regional vice president and Minister of Justice, Miguel Ángel García Martín, does not vary substantially with respect to the original design. And it will be carried out in several phases, reaching a total investment of 660 million euros until 2030.

The regional government highlights that "the optimization of resources and the new facilities will allow significant savings, of more than 50%, in the costs of services and rentals", although the projections collide with the unfeasibility of the UTES and consortia. that they declined to present any offer or, as was the case of Iridium or Acciona, they presented them very low to the point of not meeting the expectations of Ayuso's team.

This is why the Community of Madrid will build the City of Justice in the Madrid neighborhood of Valdebebas, through the bidding for a project and work contract and assuming the cost directly through the general budgets of the region. A renunciation of the transfer of land exploitation similar to that undertaken by the City Council, led by José Luis Martínez-Almeida, who has also reformulated his public-private investment model for the reactivation of the financial center of Azca. So that the regional Administration will have "full ownership of the facilities and will be the beneficiary of the income obtained from the exploitation of additional services."

The future City of Justice will eventually occupy an area of ​​236,475 m2 above ground and 198,711 m2 below ground, spread over more than a dozen buildings, among which will be, in a first phase – this legislature – the new headquarters of the Superior Court of Justice of Madrid (TSJM), the Provincial Court of Madrid and a hundred courts of First Instance.

Along with the Superior Court of Justice of Madrid (TSJM), in a first phase the Provincial Court of Madrid will also be relocated to Valdebebas - which is now divided into several locations in the capital as it has fifteen Criminal sections and fifteen Criminal sections. Civil, two of them Family and one Commercial -, as well as the 105 first instance courts.
