The president of the Community of Madrid, Isabel Díaz Ayuso, will close the year this Friday, with the last two plenary sessions of the year, first approving its second regional accounts in five years and, then, carrying out the modification of the two LGTBI laws and the Omnibus law, which modifies fifteen legislative texts. In total, she is going to change 17 laws.
This Friday will be an intense day - after the already long one on Thursday - in the hemicycle of the Madrid Assembly, where the second day of the budget plenary session will be held, which will lead to the approval of the 2024 accounts, which amounts to 27,558 millions of euros.
Subsequently, once the budget votes are finished, the president of the Madrid Assembly, Enrique Ossorio, will suspend the session for half an hour to begin the second plenary session and proceed to debate the modification of the Simplification Law, known as Omnibus, and the two texts of the LTGBi standards of the Community of Madrid.
In addition, the creation of a Study Commission to Address the Use of Technology by Children and Adolescents will be debated, which has been supported by all groups.
The holding of this plenary session has been criticized by all opposition groups (Más Madrid, PSOE and Vox) since it coincides with Christmas Lottery Day, which, in their opinion, intends to "overshadow" these text revisions , several consulted sources have agreed.
The reform promoted by the government of Isabel Díaz Ayuso modifies several aspects of the Law on Identity and Expression of Gender and Social Equality and Non-Discrimination of the Community of Madrid of 2016, a norm that in its day was a pioneer in the rights of this collective.
Among other changes, the concept of "gender identity" is eliminated to talk about "sexual condition or expression" and the reversal of the burden of proof or the possibility of discrimination being committed "by mistake" is erased. considering that it could violate the presumption of innocence.
The left-wing parties in the Madrid Assembly have harshly criticized this reform, considering it a "real threat" to the rights of the LGTBI community and Más Madrid has announced that it will ask the Ombudsman to take it to the Constitutional Court.
For the PP, however, these changes seek to guarantee trans people "psychological support in a transparent and clear manner", by the "appropriate" professionals.
The Madrid Radio Television Law, the Chamber of Accounts and the Transparency Council, along with twelve other laws, will be modified through the Law of Measures for the Simplification and Improvement of Education of the Institutions and Organizations of the Community of Madrid , presented by the popular ones.
The PSOE-M has warned that it is preparing an appeal for protection against this modification before the Constitutional Court (TC) and the Superior Court of Justice of Madrid (TSJM) for two reasons: a legislative change via omnibus without nexus and the legal reports of the Chamber that warned of the existence of signs of unconstitutionality in some points of the law.
For her part, the president of the Community of Madrid, Isabel Díaz Ayuso, has assured that the deadlines are "correct" and "legal" and has blamed the opposition groups for prolonging the deadlines "as much as they could."
