ERC asks to sanction the “Franco” and “war-civilist” proclamations within the Army regarding the amnesty law

ERC has registered this Friday in the Congress of Deputies a non-legal proposal before the Defense Commission to urge the Government to investigate and sanction the “Francoist” and “war-civilist” proclamations emanating from the Army environment in the face of the negotiation with pro-independence parties for the investiture of the current president of the government and the processing of the amnesty law.

The initiative, signed by the formation's spokesperson, Gabriel Rufián, focuses on the extreme right movements existing "within the bodies and institutions of the Armed Forces" that in recent days have revealed the existence of a language and anti-democratic ideology with proclamations “in favor of Francoism and instigating to undertake directly illegal actions.”

In its proposal, which is also signed by its spokesperson in the Defense commission, Francesc-Marc Álvaro, ERC asks to “identify, control and sanction” the people who make up these movements.

Given what it considers “a threat against democracy”, the Republican parliamentary group requests the preparation of a report that includes the actions that have been carried out in this regard, and the proposals to address the situation. Written that "it must be transferred to the Prosecutor's Office in case it considers taking legal action," concludes the proposal.

The latest precedent in this sense is from November 17, the day after Sánchez's inauguration, when a manifesto linked to the Association of Spanish Military (AME) was made public in which “an implicit call was made to the Armed Forces to the dismissal of the Government and the calling of general elections.”

“It was their reaction to the negotiations with the pro-independence political groups, both Catalan and Basque, but especially as disagreement with the upcoming approval of a new amnesty law,” points out Oriol Junqueras' party in this non-law proposal.

La Vanguardia has had access to a list of at least 56 military commanders who have adhered to the text. All of them are retired, so the disciplinary regime of the armed forces cannot be applied to them.

It is headed by retired major general Yago Fernández de Bobadilla Bufalá. There are two more division generals: Antonio Valderrábano López and Luis Palacios Zuasti. From there, and going down the ranks, there are also: brigadier generals, colonels, lieutenant colonels, commanders and captains. The largest group of signatories is made up of the colonels, with up to twenty. There is no one from the Navy.
