The debate on the financing of Catalonia, and the various reform proposals that are being put on the table in this campaign, will have to wait until the political waters stop flowing around the debate on independence. This is what the PP candidate, Alejandro Fernández, proposed this morning, who considered that without "trust and stability it is impossible" for the State Government to propose the reform of the financing system.

The popular leader has pointed out that the agreements that work are those of broad scope, that is, those that all communities sign. He recalled the transfer of 15% of personal income tax in 1996, that of 30% together with special taxes, which were signed by the Fiscal and Financial Policy Council. But the current scenario, according to the popular candidate, where Junts and ERC maintain their commitment to independence, truncates the path of reform. In any case, and when asked about a possible quota system in Catalonia, Fernández said that the nationalist governments have never really been interested in a comprehensive management system.

At a breakfast at the New Economy Forum, the president of the Catalan PP broke down part of his fiscal program, focused on a tax reduction. This is based on the deflation of personal income tax, the elimination of the inheritance tax, the extension of the exempt limit in the wealth tax, the elimination of the CO2 tax because it is understood that it punishes people with fewer resources, the water fee. and the one that taxes sugary drinks.

Alejandro Fernández has been presented by deputy Cayetana Álvarez de Toledo, one of his great supporters of his candidacy during the internal debate that Alberto Núñez Feijóo opened on the matter. Álvarez de Toledo has indicated that the "policy of appeasement" has failed in Catalonia and therefore a "policy of rearmament" of constitutionalism is necessary, which requires a massive investment in the "other half of Catalonia." And quoting President Josep Tarradellas recalled that he already spoke of the "white dictatorship" of nationalism.

Although cautiously, and aware of the difficulties of the Catalan scenario, Alejandro Fernández has pointed out that 12-M opens the possibility for the PP "to be decisive" in the configuration of majorities. And being decisive is "doing what has to be done", he has said in reference to the support that Daniel Sirera gave to Jaume Collboni in the Barcelona City Council in a scenario prior to 23-J.

What has become clear is that the popular leader has no intention of opening dialogue with Junts, at least in the current circumstances when he understands that this formation, along with other European parties with regionalist roots that defended specific interests "have evolved into movements national populists of a supremacist style". Alejandro Fernández has already pointed out in this campaign and on several occasions that negotiations must be carried out on equal terms and not with someone who "considers you a fascist fool." For this reason, he has made it clear that one cannot now speak to a party "with wild and aggressive rhetoric."
