The leader of Junts, who has only answered her lawyers, has defended the way in which Herrero was hired to take charge of the creation of a web portal that was to become "the window of Catalan literature on the world". . Eighteen contracts were made for different jobs that did not respond to a single job. In this context, Borràs has accused the head of administration of the ILC, Assumpta P, of being the person who devised and told him how he should hire Herrero, and then processed all the files without raising the alarm about alleged irregularities.

Throughout his speech, Borràs pointed out to the head of administration after she revealed last week in court that on several occasions she had alerted Borràs that Isaías Herrero's contracts were being divided and this practice could breach the law of contracts. “Ms. Assumpta P. is very professional, she worked very correctly and personally prepared the contracting files, about ten files, and ensured that they were complied with. If she hadn't wanted to do it, she wouldn't have done it ”, Borràs replied.

The administrator's statement dealt a severe blow to Borràs' line of defense and for this reason today he wanted to combat these accusations by charging forcefully against the official. “I understand that being subjected to a judicial process is a tremendously uncomfortable matter and that everyone responds as best they can and, therefore, I understand that (Assumpta P.) wants to take the responsibility off his shoulders. But he was a very responsible person and he works very professionally ”.

In fact, he recalled a meeting they had with the Generalitat's controller to explain "the digital revolution" that he wanted to carry out in the ILP and that he did not object to the contracting method. Borràs has defended the excellent work of Herrero in the creation of the Lletres Catalanes portal and has regretted that the website is no longer active because that way it could be seen that the work that was done was "correct, legal and perfectly reasonable with the criteria that marks the administration ”, he has claimed. “I have always worked within the limits of legality and with some results.
