The PSOE and Sumar pact expressly includes addressing Valencian underfinancing

The Government agreement reached by PSOE and Sumar commits to promoting "a new regional financing model that guarantees the necessary resources for citizens to enjoy quality public services." A model, they explain in the agreement signed by the two parties, "based on the principles of equity, solidarity, financial autonomy, fiscal co-responsibility, financial sufficiency and institutional loyalty to guarantee equal access of citizens to public services, and that correct the underfinancing of certain Autonomous Communities".

It is in the next point of the pact where the Valencian Community - always at the back of the line in the distribution of funds - acquires special relevance since it is expressly stated that as long as this reform does not occur, "in the General Budgets of the State the Generalitat Valenciana will be guaranteed and to the rest of the underfinanced Autonomous Communities [the rest are not mentioned] the provision of public services at the same level as the rest of the State." Of course, it is not clear how this gap can be corrected and the most affected regions can receive income that brings them closer to the average.

The proposal that the Valencian parties have defended for years is the creation of a compensation fund, which is not mentioned in the agreement which, obviously, cannot go into such detail.

All in all, Compromís has given a very positive assessment "after having managed to include in the investiture agreement the explicit recognition of Valencian underfinancing and the commitment to reform the regional financing system." However, in a statement, they explained that "they will be vigilant so that all this materializes in the next General State Budgets."

It is not the only Valencian mention that appears in the 48 pages that make up the government agreement. PSOE and Sumar also commit to expanding "the financing and accelerating the execution of the Mediterranean Corridor, giving a special boost to the Bobadilla-Algeciras connection due to its strategic component also for the Atlantic Corridor, and the Sagunto-Zaragoza-Bilbao Corridor, as railway axes. priority for the Valencian railway connection".

Also to "modernize the Valencian Cercanías network, and the Alicante-Murcia line" and to connect "the Alicante-Elche Miguel Hernández Airport with the cities of Elche and Alicante", other of Compromís' demands.

In a statement, the Valencian coalition has emphasized that the agreement also includes "great advances in social matters based on the Botànic government agreement, such as the reduction of the working day, the extension of the birth permit to 20 weeks and the universalization of education for 0-3 years". In addition to other historical Compromís demands such as the regulation of rental prices, the restriction on tourist apartments and the protection of middle-income families due to the rise in mortgages.

What does not appear in the agreement is the refusal to expand the port of Valencia that Compromís had said it would demand during the negotiation after the parties that govern the Generalitat insisted on the existence of a hidden pact to stop the expansion of Valencian port infrastructure.
