The Government celebrated the photo between the former president of the Generalitat Carles Puigdemont and the number three of the PSOE, Santos Cerdán, yesterday in Brussels. The staging brings closer the re-election of Pedro Sánchez as President of the Government and gives rise to speculation about the promptness of the investiture date. The Catalan Executive has highlighted through its spokesperson, Patrícia Plaja, that in every negotiation "there are gestures and in politics gestures are important." But he has insisted that a possible amnesty law has to resolve “all cases of political reprisals,” and that includes, as Plaja explained, those investigated by Tsunami Democràtic. “And from the information that the Government has, they are not; “No one should be left behind,” she stressed.

Some of those prosecuted for Tsunami are accused of evidence of terrorism. The case is still in the investigation phase and they are being investigated for the disturbances caused after the Supreme Court ruling that sentenced nine independence leaders to prison terms in 2019.

That all those investigated for Tsunami are included in a hypothetical amnesty, which for now is being worked on mainly between the PSOE and Junts, is a demand that ERC already put on the table yesterday, at a press conference. Some of Tsunami's alleged ringleaders are from the party's circle of influence. What's more, the Civil Guard placed Marta Rovira, general secretary of the Republicans in charge of Tsunami, which is why the leader has ruled out her return to Catalonia for now.

In any case, the amnesty seems to be practically closed, waiting for the details and fine print to be made public. The Government and ERC consider it a “priority” to invest Sánchez and understand that after the Puigdemont-Cerdán meeting they are only one step away from sealing the agreement in this folder. But the Republicans have two more points to resolve: progress in self-determination – which could be materialized in an agreement for the dialogue table to continue – and social welfare, in which the Catalan Cabinet places the transfer of Rodalies and ending the fiscal deficit .

Plaja has not detailed at any time how these two folders unfold. “It is the parties that negotiate,” she reiterated.

Be that as it may, the Government spokesperson wanted to emphasize that negotiation has to be the predominant strategy after the investiture, if it occurs. She recalled that the Government has defended the negotiated route "from the first moment and the results have been clear." At this point, she has referred to the pardons, the repeal of the crime of sedition and the dialogue table itself, where the PSOE recognized that a conflict of a political nature is being addressed.

“If the negotiations come to fruition it would mean that the PSOE, out of necessity, and not out of conviction, has responded to the independence movement. We hope that President Puigdemont can return freely to his house and be received at the Palau,” Plaja concluded.
