The Stop Accidents association has prepared a document with proposals for political parties with a view to the general elections on July 23 in which it stands out, among others, that compulsory insurance be subscribed for bicycles and personal mobility vehicles, such as scooters electrical.

Stop Accidents calls for "maximum institutional involvement and political consensus" on road safety issues. "We can all be victims," ​​she recalls.

For this reason, it requests "three urgent measures to help, prevent and educate", specifically, "provide comprehensive care to all victims of all forms of violence", "preventive justice for society, re-education for the offender and reparation for the victims ", and a "State pact for education".

In the section on preventive and restorative justice, it advocates creating specialized courts for road crimes; modify the Penal Code regarding homicides; shorten the terms to obtain autopsies, toxicological reports and improve extrajudicial expert evidence; that the next of kin of the victims be recognized as harmed, and that the victims' associations participate in the training of judges and prosecutors.

Mandatory insurance for users of bicycles and personal mobility vehicles, as well as a record of ownership of all these vehicles (by license plate or QR code, for example); anti-start breathalyzer ('alcoholock') mandatory for the driver who reoffends when testing positive for these substances and modifying the Minors Law so that traffic offenses committed by minors and in which death or injury to a person has been caused do not carry coupled with admission to a closed detention center.

Regarding comprehensive care for victims, it proposes creating a Secretary of State or governing body that cares for all victims of violent acts, as well as a comprehensive state care network with a single telephone number and an action protocol to provide active listening that facilitate the comprehensive protection of trafficking victims.

And regarding the State education pact on road safety, Stop Accidents advocates for a subject of road safety education in values ​​in all school curricula and to raise awareness and train vulnerable groups such as pedestrians, cyclists, the elderly, immigrants, young people at risk of social exclusion, among others.
