The Grievance Ombudsman reprimands the Vilassar de Mar Town Hall for sexual harassment with minors

A blow from the Síndic de Greuges to the Vilassar de Mar City Council for the controversial gymkhana with activities of a sexual nature for people between 12 and 30 years of age held on July 22. In a report on the events, the institution chaired by Esther Giménez-Salinas calls on the Consistory to offer explanations and "an institutional apology" to the families and the minors and adolescents who participated.

More than an educational activity in affective and sexual matters, as the City Council argues, the gymkhana was nonsense from start to finish, according to the extensive and detailed report prepared by the Catalan ombudsman.

"Affective-sexual education is not just any recreational activity that incorporates sexual content, but rather it has a training content that must always be present," the document indicates. He affirms that it was not the right place, that the organizers and monitors lacked the desirable preparation, that the participants were not duly informed...

In addition, "the dissemination of images of children and adolescents without the prior express consent of the interested parties (parents or the adolescents themselves, depending on the case) does not comply with current regulations."

At the request of the Síndic, the City Council notified that 52 people between 11 and 19 years of age participated in the tests (eight in total, three of which were sexual in nature), divided into eight groups based on age criteria, the most heterogeneous of which formed by individuals aged 11, 12, 13, 16 and 18 years. Seven of those registered voluntarily gave up taking some of the tests.

Tests such as the so-called 'Put it on, put it on', which according to the City Council had the objective of "promoting the use of condoms in relationships with penetration and oral sex". It consisted of placing condoms on bananas, a wooden object and bottles of water, smearing them with various foods (honey or cream) and licking them.

"An activity of this type, without more context and without any quality educational component, is very far from the idea of ​​educating in sexuality and affectivity and of ensuring that children and adolescents can have equal sexual relations within the framework of a sexuality healthy, free and pleasant", states the report.

Another of the tests consisted of emulating between couples sexual positions expressed in plates that they had to choose at random. In another they had to model sexual organs in plasticine.

The events, published by La Vanguardia, led to the withdrawal, after two weeks, of the images of the gymkhana with minors published on municipal social networks. Likewise, social pressure caused the resignation of the Councilor for Youth, Montse Gual, "because she was not informed and unaware of the activities scheduled in the gymkhana," according to the City Council.

In its response to the Síndic de Greuges, the Town Hall of Vilassar de Mar judged the media's treatment of the controversial gymkhana to be reprehensible and unfair. Meanwhile, a group of parents has not given up on the idea of ​​filing a complaint against the City Council.
