The Government increases the income threshold to obtain a scholarship by 5% and lowers the disability limit to 25%

Today, the Council of Ministers has approved the Royal Decree that establishes the thresholds for family income and assets and the amounts of scholarships and study aid for the 2024-2025 academic year. In it, two new features are included. On the one hand, the increase in the maximum income thresholds by 5% compared to last year. On the other hand, the reduction of the disability percentage to qualify for these study aids. "This is a historic investment that reaches 2,535 million euros and serves 1 million young people," said the Minister of Education and Vocational Training, Pilar Alegría, after the Council of Ministers held this morning.

The royal decree published today will come into force after its publication in the Official State Gazette. The opening period to submit applications for the general call for scholarships, both in the university and non-university stages, will open next March.

Thus, the Government has updated the thresholds for family income and assets in the call for general scholarships and in the call for aid for students with specific educational support needs, which are increased by 5 percent, which will allow obtaining the aid to those university students and those from previous stages, whose families slightly exceeded the previous income limits. This measure seeks, according to the Government, to stop the loss of beneficiaries, due to the increase in salary income, compensating for the rise in the CPI.

The 5% increase will affect thresholds 1,2 and 3 of family income in the call for general scholarships. will affect the thresholds According to the Government, it will mainly benefit threshold 1, which is equated with the "poverty threshold" and is where the majority of applicants fall. That is, families of one member with income of 11,937 euros per year, families of two members (19,444 euros), families of three members (25,534 euros) and families of four members with income of 30,287 euros.

On the other hand, the Government reduces the minimum degree of impact for students with disabilities who choose to access aid for specific educational support needs from 33% to 25%. This percentage represents a moderate disability, associated with the need for significant and stable support. AND

The additional aid of 400 euros will be maintained for students with specific support needs (disability, severe behavioral disorder, communication/language disorder, autism spectrum disorder, high abilities...).

Likewise, the document extends to minor victims of sexual violence the measures to relax academic requirements that until now were applied to victims of gender violence.

Other novelties are the exclusion of housing rental subsidies from the calculation of property income.

Last year, the Government, which in recent years has reformed the scholarship system in economic thresholds, deductions, modalities and amounts, as well as academic requirements, invested around 2.5 billion euros, the highest figure to date . For the next academic year, given that the new 2024 General State Budgets have not yet been approved, it will be basically the same investment as the previous year. The planned investment is 2,535 million. The minister has indicated that this figure is 72% more than the investment made by the last PP Government.

The regulation includes, in the case of university students, a compensation of public prices to campus budgets.

Likewise, the novelty of the previous call is maintained in which the amount of residency scholarships for post-compulsory studies was increased - from 1,600 euros to 2,500 euros, aimed at facilitating students to continue their studies in a location other than their own, with special impact on families from rural environments.

Two calls arise from the approved royal decree: on the one hand, post-compulsory studies, which include high school students, Vocational Training, language, artistic, sports and university education (including master's degrees). On the other hand, compulsory education students with special educational needs. In post-compulsory education, scholarships and study aid take into account the students' academic performance.

For the 2024-2025 academic year, the modalities and amounts of scholarships, study aid and subsidies are as follows:

For non-university education:

- Fixed amount linked to the applicant's income: 1,700 euros.

- Fixed amount linked to the applicant's residence during the course: 2,500 euros.

- Basic scholarship: 300 euros. In the case of taking Basic Degree training cycles, this amount will be 350 euros.

- Fixed amount linked to excellence in academic performance: between 50 and 125 euros based on an average grade of 8 points.

- Variable amount: its minimum amount will be 60 euros.

For university education:

- Fixed amount linked to the applicant's income: 1,700 euros.

- Fixed amount linked to the residence of the applicant during the course: 2,500 euros.

- Fixed amount linked to excellence in academic performance: between 50 and 125 based on an average grade of 8 points.

- Variable amount: its minimum amount will be 60 euros.

- Tuition scholarship: will include the official public price of university academic services corresponding to the credits in which the student has enrolled for the first time in the 2024-2025 academic year.

Academic requirements

1st year of high school: 5 in 4th year of ESO

1st of FP medium cycle or basic grade: be enrolled

1st year of higher cycle vocational training: 5 in 2nd year of high school, 5 in middle cycle vocational training, 5 in entrance exam

Second years: pass all subjects except one (or a number of modules that represent 85% of the total hours of the FP course)

University:

1st year degree: 5 university access grade (baccalaureate plus general phase of the EBAU), or 5 in the teaching grade that allows access to the university if they do not come from high school.

2nd and subsequent years of technical and science education: exceed 65% of the credits enrolled in the previous year

2nd and subsequent years of health sciences: exceed 80% of the credits enrolled in the previous year

2nd and later in social and legal sciences, arts and humanities: exceed 90% of the credits enrolled in the previous year.

Master:

1st year: 5 in previous studies

2nd year and later: 5 previous year

Students with specific need for educational support.

Teaching aid: up to 862 euros at all levels

School transportation: up to 617 at all levels

School cafeterias: up to 574

School residence: up to 1,795

Weekend transport: up to 442

Urban transport: up to 308 school supplies (Primary, ESO, basic FP) and up to 204, the rest of the educational levels

Pedagogical re-education: up to 1,000 euros Language re-education: up to 913
