The former presidents of the Parliament of Catalonia receive a supplement equivalent to 60% of their salary, which currently exceeds 150,000 euros gross per year, when they retire. But for this, the law that stipulates these benefits, which dates from 1988 and was extended in 2003, establishes that they must have held the position for at least two years.

And this is the economic key that, apart from the legitimate right to defend her innocence before the court that judges her, can explain the resistance of Laura Borràs to resign her deputy act and the presidency of the Chamber, according to various sources.

The president of Junts was elected president of Parliament on March 12, 2021, so in a couple of weeks the deadline that gives the right to receive not only a life pension from the age of 65, but 80% of the salary for four years after termination.

Suspended from rights and obligations since July of last year, the question is to know if the months that have elapsed since then count or not, because Borràs no longer collects from Parliament and it is his political formation, Junts, who pays his salary and Security contributions Social.

The parliamentary and legal sources consulted, in the absence of jurisprudence and due to the unprecedented situation surrounding the Borràs case, consider that the suspension time cannot be added to the exercise of the position, so if it were disqualified, the "logical interpretation ”, and more “respectful” with the sanctioning nature of the regulation, would be that it could not benefit from this perk. However, they clarify, it could be argued that this rule is not written anywhere and that, in addition, the president of Junts has not lost the status of deputy.

Be that as it may, and unlike the controversial licenses based on age and other prerogatives of Chamber officials, the allowances enjoyed by the former presidents of the Parliament, in the same way as those received by the former presidents of the Generalitat, do not go to account of the institution, but of the Department of Economy and Finance.
