The Community of Madrid has postponed the start of construction of the central section of the extension of Line 11 of the Madrid Metro, which will cross the capital from southwest to northeast.
Specifically, the Ministry of Housing, Transport and Infrastructure has suspended the awarding of the contract for the tender for the drafting of the project in its Central section, which connects Conde de Casal with Hortaleza for its connection with the future Metro network to the Valdebebas neighborhood.
According to the resolution signed by the general director of Collective Transport Infrastructure, the suspension of the tender occurs "because the other sections of line 11 with which each of the subsections of the line must connect are not yet sufficiently and definitively defined." center section.
Specifically, the plan of the Community of Madrid was to undertake these works in four subsections to take this line to Valdebebas in its northern area and to Cuatro Vientos in its southern area.
In detail, from La Fortuna to Line 10, between Plaza Elíptica and Conde de Casal - with the controversy of the felling of trees in the surroundings of the Paisaje de la Luz, with more than 500 units -, the aforementioned central section between Conde de Casal y Hortaleza, and the connection of the latter district with Valdebebas.
"It is considered that there are reasons of public interest for not awarding the contract because it would be contrary to the principles of administrative effectiveness and efficiency that must govern all administrative actions, to award a contract for the drafting of a project that cannot be undertaken at the moment with the required quality conditions, since essential data for the drafting of said project are not definitively defined, and they will not be in the short term", explains the Ministry.
A stoppage, announced by Cadena Ser, that occurs when a total of 15 bidders had already submitted for a project with a bidding budget of 8,080,434.72 euros (6,678,045.22 euros without taxes). "The contract has not been awarded nor have the economic proposals been opened," they add from the Ministry.
In December 2022, the Community gave the green light more than 6.67 million for the connection of Line 11 with the Valdebebas neighborhood (Line 8). The General Directorate of Infrastructure of the Ministry of Transport and Infrastructure contemplates the construction of a maximum of 14 new or interchange stations included in two lots with seven stations and 6 kilometers each. The tender was published in January in the DOUE (Official Journal of the European Union) and in February in the BOCM (Official Gazette of the Community of Madrid).
The object of the contract was the drafting of the Construction Projects corresponding to the Central expansion of Line 11 of the Madrid Metro, divided into two lots: the Conde de Casal subsection and the Ciudad Lineal district and the second, from this point to the district of Vegetable.
The objective, to connect with the future Metro network to the Valdebebas neighborhood, a project whose execution has been delayed from the initially planned date, early September 2022, and finally the contract was signed on January 27, 2023, beginning the work on January 28, 2023.
"For this reason, there is still not enough detail with the project design, which prevents the proper design of the connection of the central section with this extension section to the Valdebebas neighborhood. Nor is there a sufficiently advanced environmental document that allows the start of the environmental processing, and, as long as the environmental procedure is not completed, the selection of the best alternative to execute this expansion cannot be definitively finalized," it is alleged.
